PERFORMANCE WORK STATEMENT (PWS)
SALT MARSH PLANTING
GREAT MARSH ISLAND RESTORATION AREA
IN SUPPORT OF
JACKSONVILLE HARBOR (MILE POINT) NAVIGATION PROJECT
DUVAL COUNTY, FLORIDA
FEBRUARY 2020
1. GENERAL
1.1 Description of Services:
This is a non-personal services contract to plant salt marsh vegetation. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items to perform all services as defined in this Performance Work Statement except for those items specified as government furnished.
1.2 Background:
The U.S. Army Corps of Engineers-Jacksonville District (Corps) reconfigured the existing training wall which lies immediately north of Helen Cooper Floyd Park (HCFP) in Duval County, Florida (refer to Figure 1). This reconfiguration project continues to provide navigation benefits as well as reducing erosive forces along the Mile
Point shoreline. In order to reconfigure the wall, it was necessary to clear, grub, and dredge the western portion of
HCFP. This action impacted a total of 8.15 acres of salt marsh. An interagency team determined that 18.84 acres of mitigation would be required to offset this loss.
The mitigation is being performed by restoring salt marsh which historically occurred at nearby Great Marsh Island
(refer to Figure 1). As a beneficial use of dredged material, the Corps proposed to restore the entire eroded breakthrough at the island, or up to 53 acres (not just the 18.84 acres of required mitigation). Dredged material has been placed within the Great Marsh Island Restoration Area and post construction surveys have indicated that aproximately 52 acres of the breakthrough has been filled. LIDAR survey data indicates that the elevations of the filled area falls within the range of low and high salt marsh elevations within the immediately adjacent reference salt marsh. The results of the LIDAR survey shall be provided to the contractor. The filled area has been allowed to stabilize for over a year and no further settling is anticipated. Tidal channels have formed within the filled area and a very limited amount of natural recruitment is occurring along some boundaries. Importantly, construction of the west leg of the training wall helps protect the Great Marsh Island Restoration Area from future erosion caused by the
St. Johns River. Some bio-degradable geo-tubes along the southern shoreline of the restoration area have also been left in place in order to provide additional containment and stability of fill material. Please note that this island is accessible by boat only.

Restoration Area by planting native salt marsh vegetation. Successful completion includes at least 80% of installed plants surviving at least 90 days after planting.

The contractor shall furnish all materials, equipment, supplies, personnel, and all other services required to perform the restoration of salt marsh within the Great Marsh Island Restoration Area by planting native salt marsh vegetation as outlined in this performance work statement.

REQUIREMENT 1. Salt marsh plants shall be installed within the GMIRA. GMIRA is bounded on the north by the
West Leg Training Wall consisting of concrete structural units, on the south by geo-tubes, and on the east and west by other geo-tubes or by established upland or wetland vegetation. As previously stated, this area is approximately
52 acres in size. However, the Government has determined that 12.1 acres of GMIRA consist of recently formed tidal channels or tidal pools and remain submerged during low tide (refer to Figure 2. Mile Point Submerged Lands at Low Tide). The Contractor shall install salt marsh plants within the 39.9 acres of GMIRA that do not remain submerged during low tide (refer to Figure 2, LiDAR survey data, GIS shapefiles, and/or maps provided by the

Any installed plants that do not appear to be viable shall be replaced by the Contractor at no cost to the Government.
REQUIREMENT 9. The Contractor shall arrange a visit to GMIRA with the COR 90 days after completing plant installation. The objective of this site visit is to inspect the planting and to insure that at least 80% of all installed plants appear viable. If less than 80% of plants appear viable, then the Contractor shall replace non-viable plants to this 80% level at no cost to the Government.
5.2.4. TASK 4. Salt Marsh Planting Report. The Contractor shall prepare a brief report within 10 business days of completing Task 3, Requirment 9. This report shall include, but not necessarily be limited to, planting methodology, the number and species planted, a map showing what species were planted where, and survivability noted per
Requirement 9. An appendix to the report shall include representative pictures of the planting process and representative pictures of GMIRA with installed plants.
