LMS for USAWC Product Specifications
PRODUCT SPECIFICATIONS
LEARNING MANAGEMENT SYSTEM
for the
UNITED STATES ARMY WAR COLLEGE
1.0 GENERAL
1.1 INTRODUCTION
The United States Army War College (USAWC) requires a software product that is a Commercial-Off-The-Shelf (COTS) Learning Management System (LMS) to provide the capability to create, store, manage, and deliver training content to resident and non-resident students.
1.2 BACKGROUND
A LMS is used to facilitate instruction by providing a system to create, store, manage, and deliver educational content. A LMS is intended to provide to the college the capability to quickly develop and deploy content, curriculum, and material with its adjunct material (references, Training Manuals, etc.).
2.0 SCOPE
The USAWC requires a product and license subscription for a Software-as-a-Service (SaaS), internet-based, COTS LMS solution specifically designed to provide the capability to create, store, manage, and deliver training content to students at the USAWC.
The objective is to award a single firm-fixed-price (FFP) product contract that includes license subscriptions and commercial hosting for a base year plus four option years. A FFP contract is determined to be the most advantageous and appropriate for this type product.
3.0 REQUIREMENTS.
3.1 LMS. USAWC requires the use of a LMS to deliver academic content on a commercial network, presented as Software-as-a-Service (SaaS) product. The LMS should include the following functionality: the ability to make program wide announcements, a personalized version of the institutional calendar that synchronizes with personal calendars (i.e. Outlook, Google Calendar, and iCal); a course blueprint function to allow central administration of courses being taught to multiple seminars to ensure version control and the efficient communication of changes, while still allowing individual faculty the freedom to add, hide, or modify content for their specific seminar; a method for students to submit assignments and receive feedback and track grades; a variety of collaborative tools including discussion boards, wikis, forums, whiteboards, polls, and surveys; a speed grading tool to help calibrate grading across seminars; the ability for instructors to provide collaborative space for small group projects; the ability for instructors and advisors to track student progress within and across courses; the ability to link assignments to course and program learning objectives; and a robust technical support community.
4.2 Licensing.
· The LMS shall support educational content that will be delivered to the Active Army, Army National Guard (NG), the Army Reserve (AR), Air Force, Space Force, Coast Guard, Navy, Marines, government Civilians, and International Fellows. The USAWC will determine learner use and access in support of educational requirements.
· Licenses shall support an anticipated user load of 3,500 students per year.
5. COMMERCIAL HOSTING REQUIREMENTS (SaaS).
5.1 Hosted Production
The LMS will utilize a cloud-native architecture that functions as SaaS with worldwide access, 24 hours a day, 7 days a week, uptime of 99.9%. The desired LMS will not require scheduled outages to ensure that faculty and students can access the system at all times throughout the academic year. The LMS will not require users to differentiate between different versions or service packs. This would allow new users who are familiar with the LMS at other institutions to seamlessly integrate and begin teaching or learning at the USAWC. The LMS access will be provided for 3,500 annual users with the ability to support 100,000 daily page views. The system also needs to include at least 5TB of database and file storage.
5.2 Mobile Application
The LMS will allow users to access course content with mobile devices, to include Android, iOS, Windows based tablets, and other future mobile platforms.
5.3 System Integration
· The LMS will allow grade data to be transferred from the hosted environment to the student information system (SIS).
· The LMS will support single sign-on, authentication, and authorization with Learning Tools Interoperability (LTI) - compliant third-party tools, such as Turnitin, Microsoft Teams, Peerceptiv, and other applications to allow them to be integrated into the courses.

| Administrators will be able to contact LMS support 24/7/365. Users will be able to utilize the company’s helpdesk and have access to company supported online resources, such as tutorials, responses to frequently asked questions, and a forum from other users in an online knowledge base. |

| Security patches will be installed by the LMS company as soon as they are available without downtime. The LMS company will conduct annual, independent open security audits. |
5.6 Assessment and Accreditation
The LMS will provide analytic dashboards, an open Application Programming Interface (API), and open access to LMS Data.
6.0 DELIVERABLES
6.1 Delivery Provisions. All deliverable products in response to this SOW shall be provided to:
