Performance Work Statement (PWS)
Human-Artificial Intelligence Decision Support for Command and Control (HAIDS C2) Study
30 June 2023
C.1 Background
Army Research Laboratory’s (ARL) Human-Artificial Intelligence Decision Support for Command and Control (HAIDS C2) Study for Human Autonomy Teaming Essential Research Program (HAT ERP) requires expert technical support and research for novel approaches that enhance artificial intelligence (AI) Command and Control (C2) agents’ course of actions, in which their recommendation often lacks transparency. This lack of transparency becomes more concerning as C2 agents adapt their knowledge representation based on variations in the Commander and crew’s requirements in response to a dynamic battlefield. The HAIDS C2 Study will investigate aspects of human-agent teaming, including the adoption of context-based information and courses of action recommended by transparent C2 agents, and the exploitation of task sharing opportunities with those agents for enhanced individual and team decision making and performance.
C.2 Objective
Expert technical support for the HAIDS C2 Study for the HAT ERP. The Contractor shall mature the research components, develop the research environment, and provide expert technical support through experiments with a novel experimentation platform. The objective of the two experiments is to investigate aspects of human-agent teaming, including the adoption of context-based information and courses of action recommended by transparent C2 agents, and the exploitation of task sharing opportunities with those agents for enhanced individual and team decision making and performance.
C.3 Requirement
C.3.1 The Contractor shall mature the research components referred to as “HAIDS C2” for use in experiments in human-agent teaming with new domains, such as the Next Generation Combat Vehicle (NGCV). HAIDS C2 includes but is not limited to the situation assessment and decision support application (aka, Warfighter Associate Plus) with its knowledge representation graphs, inferencing engine, AI agents’ intent graphs, and Natural Language Processor (NLP), the Android Tactical Assault Kit (ATAK), the Generalized Intelligent Framework for Tutoring (GIFT), and the Experimenter Database.
a. Upon receipt of HAIDS C2 from the Government, the Contractor shall assess the components’ configurations and requirements, install, and run the prerequisites (ActiveMQ, TAK Serve) and executables, and identify any constraints in conducting experiments in human-agent teaming.
b. The Contractor shall implement the new configurations and requirements provided by the Government for HAIDS C2, including modifications to the scenario event simulations, and successfully run the components with the updated configurations.
c. The Contractor shall incorporate maps (Web Map Service or Web Map Tile Service) data and configurations into HAIDS C2 to render the required maps for the experiments in human-agent teaming. The Government shall provide the Contractor with the required map data and/or sponsor access to a U.S. Government approved site to download the required data (i.e., Army Geospatial Center or Global Enhancement Delivery sites).
d. The Contractor shall refine the experimenter database that captures data gathered from individual and team knowledge, states, and performance to accommodate modifications to the performance measures that do not require a new build environment.
C.3.2 The Contractor shall further integrate HAIDS C2 to support individual and team workflow and communications, and data capture, and to comply with any modifications to the research methodology and procedures for the experiments in human-agent teaming.
C.3.3 The Contractor shall refine the HAIDS C2 instructional materials, including the course, workflow, and questionnaires, and configure and set them up for use with the Generalized Intelligent Framework for Tutoring (GIFT) through the experiments in human-agent teaming. The Contractor will acquire GIFT accounts with Government sponsorship.
C.3.4 The Contractor shall design and develop the research environment, supply, and configure the hardware and laptop devices, and establish networking for these devices and support for the base operating system for use in experiments in human-agent teaming. The Contractor shall install HAIDS C2 and its pre-requisites on one device and Microsoft Teams (i.e., Army 365), scrcpy or Vysor, and a web browser on the other three devices. The Contractor shall configure the Android tablet devices with HAIDS C2 and “tether” them to the laptop devices.
C.3.5 The Contractor shall amend the engineering documentation and user’s manual, including adding procedures for installing and configuring HAIDS C2 (i.e., for scenario events), and re-creating and operating the research environment for use in conducting experiments in human-agent teaming.
C.3.6 The Contractor shall provide expert technical and engineering support for Government led engineering testing and pilot studies with human-agent teams to validate the functionality of HAIDS C2 with the new configurations and resolve any technical issues with HAIDS C2 or research environment prior to the experimentation. The engineering testing and pilot studies in human-agent teaming shall be performed using the online communications platform, Microsoft Teams; however, there shall be an option to perform the engineering testing and pilot studies in-person at a venue approved by the U.S Government.
C.3.7 The Contractor shall provide expert technical and engineering support for Government led experiments with human-agent teams using HAIDS C2 in tactical mission simulations for new domains, such as the Next Generation Combat Vehicle (NGCV). The experiments in human-agent teaming shall be performed using the online communications platform, Microsoft Teams; however, there shall be an option to perform the experiments in-person at a venue approved by the U.S Government.
a. Phase 1 Experimentation shall consist of two or more 8-hour experiments per week, along with setup and breakdown time (estimated at 1 hour per experiment) for a maximum of 16 experiments in 10 weeks.
b. Phase 2 Experimentation shall consist of two or more 8-hour experiments per week, along with setup and breakdown time (estimated at 1 hour per experiment) for a maximum of 8 experiments in 4 weeks.
C.3.8 The Contractor shall convert, clean, and structure the individual and team knowledge, states, and performance data captured in the engineering testing and pilot studies, and experiments with human-agent teams and perform rudimentary analyses for verification of the data.
C.3.9 The Contractor shall participate with the Government in regular in-progress critical design and technical exchanges, and demonstrations. Most of these exchanges will occur using Microsoft Teams to reduce travel costs.
