PERFORMANCE WORK STATEMENT

Corporate Registry Bulk Data

1.0 INTRODUCTION AND BACKGROUND

The Internal Revenue Service (IRS) is required to stay current with the complex, interconnected, and dynamic nature of international taxation, including changing tax avoidance schemes and the legal and regulatory environment. To do so, the Research, Applied Analytics & Statistics (RAAS) and Large Business & International (LB&I) divisions of the IRS must have access to data in order to address issues, including transfer pricing transactions which result in income shifting, foreign ownership in U.S.

controlled corporations, money laundering, attributable country-by-country earnings and taxes, and details on global mergers and acquisitions (M&A) activity.

These IRS Business Units require access to standardized, consistent electronic international data research services in both bulk and web-based access for specific users noted in this document.

2.0 AWARD OBJECTIVES

The objective of this Performance Work Statement (PWS) is to obtain Contractor support for a Bulk Data Product as follows:

Third-party corporate registry bulk data will provide new and high-value tools and processes to improve tax enforcement, particularly in the international space. IRS will use the data to improve understanding of indirect and opaque ownership structures, enhance abilities in the identification and matching of foreign entities, and improve transfer pricing risk assessment tools.
