Building 102 Vdc Power Plant System Expansion
Performance Work Statement (PWS)
12 November 2019
1.0 Background
The 134th Communications Flight requires a new 48Volts Direct Current (VDC) Uninterrupted Power Supply system (UPS) expansion to be installed in building 102. All equipment must be compatible with the current VDC/Rectifier system. The UPS expansion is required to provide interim power to an Infrastructure Transfer Node (ITN)(Nortel 8000 Core Chassis), two other rack rows of equipment and other equipment during commercial power outages. It is crucial for this ITN to maintain uninterrupted power to retain network connectivity. A VAC input will need to be rectified to 48VDC to power. This installation includes but not limited to rectifiers, distribution/bus bars, cabling, batteries, shelving, circuit breakers, and etc. for a complete turnkey installation. An additional string of TEL12-210F batteries may be required for the batteries based on their size which will be supplied by the contractor. This installation also includes electrical cabling be installed from the main VAC electrical panel to the UPS equipment by a qualified/certified electrician. The new batteries will be installed in existing relay rack unless more space is required. The contractor will cut over Nortel equipment to the rectifier shelf. Work is to be done during a predetermined maintenance window. The vendor must provide a 60 minute response time when contacted in case of an UPS system outage during the warranty period. (See comment below)
2.0 Organization
The 134th Communications Flight provides telecommunications and networking services in support of base customers.
3.0 Objective
The objective is to receive a complete and usable power plant system to provide charging power to a Vdc battery backup system. This system will provide backup power to a Nortel 8000 Information Transfer Node (ITN) and other crucial equipment during commercial power outages.
Requirements/Tasks
4.1. The contractor shall meet the following requirements and perform the following tasks 90 days after receipt of order:
4.1.1. The 134th CF will have the final decision of products utilized by the contractor/vendor.
4.1.2. The expansion of the Vdc battery backup system must be a “turn key” installation. At the completion of the installation it must be complete and usuable to fully support the charging and power needs of the battery backup system and Nortel 8000 Information Transfer Node (ITN).
The contractor/vendor will provide user guides and technical materials for this equipment to the 134th Communications Flight.
4.1.3. The Vdc battery backup system must have the ability to expand its capability through plug and play technology and to decrease maintenance time should an outage occur.
4.1.4. The vendor must provide a minimum standard commercial warranty for a period of twelve (12) months from initial start up or eighteen (18) months from date of shipment.
Any products which are defective in workmanship or material will be repaired or replaced by on-site service. Replacement parts and on-site labor necessary for fitting replacement parts and removal of faulty parts will be undertaken at no charge to the 134th
Communications Flight.
4.1.5. The installation of the Vdc battery backup system will be accomplished after normal duty hours, 1700hrs to 0630 hrs, Monday through Friday or during a weekend if required. Exceptions will be made if work needs to be accomplished during the hours of 0700 through 1700 Monday through Friday.
4.1.6. As part of the Vendor’s warranty, it will provide user training and equipment support, as applicable, for current or new employees free of charge for the length of the warranty.
4.1.7. Vendor will provide documentation of testing procedures they will utilize to ensure the Vdc battery backup system is fully functional and operational to meet the objective of this PWS fourteen (14) days prior to installation.
4.1.8. The vendor will provide a copy of the test results upon completion of the installation and prior to the acceptance of the Vdc battery backup system by the 134 CF.
4.1.9. Deficiencies found during testing of the Vdc battery backup system will be corrected prior to its acceptance by the 134 CF.
4.1.10. The vendor must provide a 60 minute response time when contacted in case of an UPS system outage during the warranty period.
4.2. Training: The Vendor will provide training for the 134th Communications Flight (134 CF) technicians, no later than 14 days after installation, on the Vdc battery backup system to include but not limited to:
4.2.1. Setup and configuration.
4.2.2. How to recognize possible troubles in the system and basic preventive maintenance procedures.

5.0 Contracting Officer’s Representative
A primary and alternate Contracting Officer’s Representative (COR) will be appointed for inspection and, when appropriate, acceptance of deliverables under this program, work statement, and any resulting contract or modification. COR duties will be assigned and defined by the Government Contracting Officer at time of appointment.
6.0 Security and Access to Government Facilities
Work performed in support of this PWS is UNCLASSIFIED. The contractor shall comply with all applicable Department of Defense (DoD) security regulations and procedures during the performance. The contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, Privacy Act data, and Government personnel work products that are obtained or generated in the performance of the SOR tasks and responsibilities. If necessary, the contractor will be required to provide personnel with appropriate clearances when access is required to Government computers and workstations. The contractor shall coordinate with the COR all issues dealing with access to Government buildings, facilities, or property.
7.0 Delivery/Shipping

9.0 Quality Assurance Surveillance Plan:
The COR will monitor contractor performance and complete the Quality Assurance Surveillance Plan (QASP) Worksheet provided below on upon completion of the Vdc battery backup system installation. The following information will be provided to the Contracting Officer to ensure service and/or deliverables support of the SOR objectives. If the performance rating for any task in this order is “Red” or “Yellow” during any time in the performance period, the COR will provide the Contracting Officer documentation and appropriate action will be taken to remedy the deficiency. The quality rating may change from “Green” to “Red” or “Yellow” without notice. We anticipate utilizing the “Yellow” quality rating to alert the Contracting Officer of quality issues that have the potential for a “Red” quality rating if corrective action is not taken.
The Quality Assurance Surveillance Plan Worksheet will be submitted to the Contracting Officer with a copy saved by the COR following the completion of the Vdc battery backup system installation. The Contracting Officer will assume a quality performance rating of “Green” on all measured deliverables unless otherwise notified. By approving service and/or deliverables that this form documents, the COR confirms the quality performance rating of “Green” unless otherwise annotated. The Contracting Officer will forward a copy of each QASP worksheet to the contractor after review.
At the end of the contract period for the installation and at the end of the warranty period, the COR will be asked to complete an Annual Quality Performance Review to document the quality performance rating during the performance period. This will be submitted to the Contracting Officer by the COR. The COR may submit a Quality Assurance Surveillance Plan Worksheet at anytime and as often as necessary to document quality levels. If Contractor response to an identified quality deficiency is unsatisfactory, the Contracting Officer or COR will contact the appropriate Contractor representative to implement a plan of action to remedy the identified deficiency.
