About this file
This is a Performance Work Statement (PWS) for the procurement, delivery, installation, calibration, and commissioning of two commercial-grade 12,000-lb two-post vehicle lifts for the Auto Skills Center at Patrick Space Force Base, Florida. The lifts must be Automotive Lift Institute (ALI) certified and meet the salient characteristics of JohnBean lifts, though equivalent products meeting or exceeding all specified characteristics are acceptable if clearly identified and supported by comprehensive technical documentation. The contractor is responsible for all hardware, freight, labor, tools, materials, and equipment necessary to complete the project, including teardown of existing lifts, concrete surface preparation and repair, delivery, assembly, secure anchoring per original equipment manufacturer (OEM) specifications, and complete removal of all debris and legacy equipment from the site in compliance with federal, state, and local regulations.
The overall period of performance shall not exceed 90 calendar days from contract award to final acceptance, with procurement and delivery to be completed within 45-60 days and installation, commissioning, and handover within 2-3 weeks thereafter. Key deliverables include fully installed and anchored lifts, official ALI certification tags and documentation, signed load-testing certification reports, and complete OEM operation and maintenance manuals with warranty documentation. All work must comply with Occupational Safety and Health Administration (OSHA) guidelines, be coordinated with the Auto Skills Center Facility Manager to minimize operational disruption, and include rigorous operational load testing to verify mechanical, hydraulic, and safety-catch performance before final handover. Contractor personnel and vehicles accessing Patrick Space Force Base must meet installation security requirements, including valid driver's licenses, proof of vehicle insurance, current vehicle registration, and REAL ID-compliant identification or approved alternatives for unescorted entry. The delivery address is 1144, 1154 S Patrick Dr, Patrick Space Force Base, FL 32925.

Performance Work Statement (PWS)
Auto Skills Center Lifts Replacement
22 July 2026
1. Purpose
The purpose of this PWS is to procure, deliver, install, calibrate, and commission two commercial-grade vehicle lifts for the Auto Skills Center. This modernization project will replace legacy infrastructure to support safe, efficient, and reliable automotive maintenance activities.
2. Background
The Auto Skills Center requires specialized, heavy-duty vehicle lifts to support its mission of providing self-service and assisted automotive repair capabilities.
3. Scope
The contractor shall provide all hardware, freight, labor, tools, materials, and equipment necessary to replace two (2) 2-post 12K lifts. The scope of work encompasses taking down the existing lifts, preparing and repairing the concrete surface at the installation point, and the delivery, assembly, installation, calibration, and testing of the new lifts.
4. Performance Objectives
The contractor shall successfully achieve the following performance objectives:
4.1. Procurement & Compliance
• Certified Equipment: Deliver two (2) 12,000-lb two-post lifts that are fully certified by the Automotive Lift Institute (ALI) to ensure complete compliance with national safety standards.
• Brand Requirement: Equipment provided must meet the salient characteristics of JohnBean lifts.
o Any reference to a specific brand name, make, model, or part number within this requirement is descriptive only and not restrictive. Such references are provided solely to establish the minimum required quality, physical characteristics, functional performance, and durability standards for the mattresses.
o Products that are “equal” or “like-in-kind” will be accepted provided they are clearly identified in the offer and are determined by the Government to meet or exceed all salient characteristics specified in this SOW.
o Offerors proposing equivalent items shall submit sufficient technical documentation, product literature, specifications, and supporting materials to allow the Government to conduct a comprehensive evaluation of the proposed substitute. Failure to provide adequate documentation may result in the product being deemed non-compliant with the stated requirements
• Sourcing Sincerity: Prioritize equipment that aligns with domestic manufacturing and sourcing standards where applicable.
4.2. Turnkey Installation
• Assembly and Anchoring: Execute the complete teardown of old lifts, concrete repair, delivery, positioning, assembly, and secure anchoring of the new lifts in accordance with original equipment manufacturer (OEM) specifications and local structural requirements.
• Operational & Environmental Safety: Perform all installation activities in compliance with Occupational Safety and Health Administration (OSHA) guidelines.
• Site Restoration: Keep the work area clean and ensure all packaging materials, old lift debris, shipping crates, and installation debris are completely removed from the site upon completion of the physical setup.
• Removal & Disposal: The contractor shall remove all debris, packaging materials, shipping crates, and installation waste generated during the project. This includes the complete teardown, removal, and off-base disposal of the two legacy vehicle lifts being replaced.
o All materials removed shall be disposed of in accordance with applicable federal, state, and local regulations. The contractor shall ensure that no debris, scrap, or equipment remains on Government property at the conclusion of the project.
4.3. Testing & Handover
• Load and Safety Testing: Conduct rigorous operational load testing on the newly installed lifts to verify mechanical, hydraulic, and safety-catch performance. Ensure the lifts are declared "mission-ready" before final handover.
• Documentation Pack: Deliver all physical and digital copies of OEM operation and maintenance manuals, safety materials, and warranty documentation.
5. Operating Constraints
• Coordinated Scheduling: All delivery and installation windows must be pre-approved by the Auto Skills Center Facility Manager to minimize disruption to ongoing facility operations and customer access.
• Site Constraints: The contractor is responsible for verifying concrete thickness, compressive strength, and utility requirements (electrical/pneumatic) prior to anchoring the equipment.
• Safety Barriers: The contractor must establish secure work-zone barriers during the installation phase to prevent unauthorized patron access to the active work area.
6. Deliverables
The contractor shall provide the following deliverables:
• Installed Equipment: Fully assembled and anchored lifts (two 12k-lb two-post lifts), including removal of old equipment and concrete repair.
• Certifications: Official ALI certification tags and documentation for the installed lifts.
• Testing Reports: Signed load-testing certification reports.
• Handover Documentation: Complete set of OEM manuals and manufacturer warranty certificates.
7. Base Entry Requirements
The contractor shall ensure that all personnel and vehicles requiring access to Patrick Space Force Base comply with installation security requirements.
• All contractor drivers must possess a valid driver’s license and proof of current vehicle insurance at all times while operating on the installation.
• Vehicles must maintain current registration and be subject to inspection by Security Forces at the gate.
• Contractor personnel must present REAL ID-compliant identification or an approved alternative for unescorted entry.
• Access is granted at the discretion of Security Forces, and all personnel must follow gate procedures, identification checks, and vehicle inspection protocols.
• The contractor is responsible for ensuring its employees maintain valid credentials, insurance, and compliance with all base access policies throughout contract performance.
