PERFORMANCE WORK STATEMENT (PWS)
FOR
SWIMMING POOL MAINTENANCE AND REPAIR
The contractor shall prepare for opening, season operation, minor repairs and closing at the Shore Park Pool in the Aberdeen Area (AA) of Aberdeen Proving Ground (APG). This requirement is slated for the period of one (1) base year and four (4) option years. The pool shall have coverage for maintenance and operation as stated in this PWS. The pool times and dates are based upon the Family and Morale, Welfare and Recreation (FMWR) requirements. The pool is anticipated to be open to the public from 12:30 AM through 7:00 PM, Monday through Sunday. Other scheduled activities require the pool to open earlier and stay open later. A schedule will be provided with updates of all activities throughout the Period of Performance (PoP).
Contractor shall provide all chemicals for daily operations as well as provide season opening and closing services at a Firm Fixed Price (FFP) for a period of seven (7) months. The contractor will be available for maintenance and repairs for the remainder of the contract PoP as required.
Preparing the pool for opening and closing shall include miscellaneous parts and materials (April through October). During the off-season months of November thru March the pool will be checked for damage, algaecide added every four to six weeks and chlorine added on a weekly basis. Water levels will be checked and pumped down as needed to prevent flooding and or freezing of the skimmers. Pool cover checks shall be conducted, and debris will be removed as necessary. Debris shall not be allowed to accumulate at any time in the pool or on the pool covers.
The contractor shall winterize and de-winterize the pool house buildings 2028 and 2031 at Shore Park Pool. The Contractor shall perform Preventive Maintenance (PM) and repairs during the operating season at the swimming and splash pools associated with the Shore Park Pool. Shore Park Pool will be maintained and repaired by the Contractor. The Contractor shall develop and submit a preventive maintenance plan, to the KO/COR for approval, for pool systems within thirty (30) calendar days of the start of the contract. Contractor will provide a monthly Inspection report (considered a deliverable).
Circulation, Heating, and Filtration Systems. The Contractor shall be responsible for maintenance and repair of pool facilities (pool walls and liners, pool markings, decks, skimmers, gutters, slides, ladders, drains, etc.); in addition, the Contractor shall repair, replace, and maintain swimming pool mechanical systems such as circulation, heating, and filtration systems and components including, but not limited to: circulation pumps and motors, electrical systems and controls, water level controls, chemical addition pumps and piping (chlorinators and acid feed systems), surge tanks and controls, floats and water level controls, strainers, water piping and fittings, drains, gauges and thermometers, strainer baskets, hand valves, relief valves, control valves and actuators, pressure regulators, condensate tanks and pumps, heat exchangers, insulation, and attaching hardware IAW TM5-662 Swimming Pool Operation and Maintenance, Technical Bulletin (TB) Medical (MED) 575 Recreational Water Facilities. Contractor shall be responsible for the seasonal startup and shutdown of this community pool. The Government operates the pools andverifies water quality testing completed by the contractor. Installation of other than minor parts and repairs. Manufacturer's invoices and warranties shall be provided andpriced separately as dictated by the governing authorities herein referenced.
Enterprise Contract Manpower Reporting Application (eCMRA). Reporting is based on the Defense Federal Acquisition Regulation Supplement (DFARS) 252-204.1703 Reporting requirements.
(a) Thresholds. Service contractor reporting of information is required in the System for Award Management (SAM) when a contract or order—
(i) Has a total estimated value, including options, that exceeds $3 million.
The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this task order via the eCMRA secure data collection site, as applicable. The contractor is required to completely fill in all required data fields within the eCMRA using the following web address: https://dodprocurementtoolbox.com/site-pages/service-contract-reporting-scr.
Reporting inputs will be for the eCMRA labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
To fulfill this Army reporting requirement, the following information is provided in the contract award documentation Wide Area Work Flow (WAWF) clause:

Shore Park Pool:
The Shore Park Pool is located in the AA of APG adjacent to Building 2031. This pool is rectangular shaped and holds 140,000 gallons of water. It was constructed in 2017/2018 accompanied by a splash park.
To prepare for opening at each pool the Contractor shall:
l. Inspect plumbing and structure of each pool and provide a written statement with a status within 14 calendar days of opening.
2. Remove and store pool covers in an area to be designated by the Contracting Officer's Representative (COR). Note all the missing and damaged grommets. The cost shall be included in the opening and closing cost to replace/repair the grommets for the pool covers to fit securely.
3. If pools had the new coating applied, clean the pools according to the Ultra Guard 6000 Industrial Coating directions or the manufacture’s recommendations. If the pools have the old shell, standard power washing needs to occur for cleaning the pools.
4. The COR shall be notified by email to inspect the pool after the cleaning is completed before filling with water and adding balancing chemicals to the pools. The Government will inspect within two (2) working days of the notification (date/time of email).
5. Flush out and clean the main drain lines.
6. The pool shall be filled right after COR inspects and provides approval. After the pool is filled, it shall be maintained daily. This includes daily vacuuming and skimming of debris in the pool water.
7. Inspect re-circulation, secure main drains, inspect and/or replace, if needed, hydrostatic relief valves and check filtration cycles.
8. Inspect, provide, and replace all strainer baskets and lid covers as they become unserviceable.
9. Replace any parts as required to make pool operational.
10. Install diving boards, ladders, guard chairs and all materials needed such as nuts, bolts and bumpers to ensure proper installation.
11. Provide balancing chemicals to pools on a daily basis.
12. Re-install all Commercial Automated Controllers (CAT), probes and chlorinators including all tubing and parts necessary that are worn due to wear and tear for example, flex tubes, injection tubes and all items that require annual replacement.
13. Perform initial chemical balancing prior to opening and be present for all announced inspections through-out the year. The COR and or the FMWR representative will inform the contractor of when the first water testing will be performed by Kirk Army Clinic for opening pools.
14. Pools shall be operational two (2) weeks prior to opening. See opening and operation Periods of Performance (POP) below.
Daily Operational Service
The contractor shall arrive before the Shore Park Pool complex opens to verify that the water quality is acceptable with an electronic digital water testing kit at each location. The contractor shall call the COR to state their arrival time and the pool that they are monitoring each day. If the COR does not answer, the contractor shall leave a voice mail. This includes when the pools are open for day camps, swim lessons, pool parties, regular public use and military exercises. The FMWR representative will provide a schedule of events and update as events are added or deleted. The contractor pool attendant shall manage their time around the pools scheduled activities. Activities shall be stored in a Daily Log, for review by the COR. Vacuuming and skimming shall be performed around events to ensure water quality and cleanliness is kept. The Contractor shall maintain maintenance/operation areas, pump room, dry chemical room, and liquid chemical room.
If general cleaning of the maintenance operation areas is required, the contractor shall perform either in the morning prior to pool opening or in the evening after pool closing. The Contractor shall inspect all operating and chemical equipment such as pump, filters, chlorinators, etc., to ensure proper daily operation. Any supplies, malfunctions or repairs necessary shall be reported to the COR and documented in the daily log within one hour upon discovery.
Winter Maintenance Program of the Shore Park Pool:
Shore Park Pool Buildings 2028 and 2031. The following procedures shall be used in de-winterizing and winterizing.
Buildings 2028 & 2031
1. Turn electric on / off to water heater and water fountains.
2. Coordinate with City of Aberdeen to turn on or shut down water service to building.
3. Drain or fill water heater as required.
4. Open all faucets and valves (including drain valves) for filling or purging.
5. Uncouple or connect all associated unions on piping.
6. Disconnect or reconnect supply lines to water fountains and/or ice machine.
7. Remove all flushometers, control stop valves, and aerators.
8. Ensure all valves, showers, safety showers, faucets, and outside spigots are in full open or full closed positions as required.
9. Incorporate or flush Recreational Vehicle (RV) Propylene Glycol Based antifreeze into all drains, including sink traps, floor traps, fountain traps, and toilet bowls.
Shore Park pool
1. The contractor shall use an algaecide (preventive), particularly one that stays in the water for a lengthy period of time. On the last day of operation, the contractor shall add this to the water and run the pump for 24 hours to fully circulate. Then shut down the circulation system for winter. The contractor shall check pipes and motorized parts and drain the water from the pump and filter. Drain the water 4-6 inches below the pool skimmer.
The contractor shall add circulating pumps and chlorine and algaecide to pool winter pool services. The contractor shall continually check the pool cover to ensure it fits properly.
The contractor shall charge up the chemicals before a big freeze to help ensure the water makes it through to spring start up without an excessive algae bloom.
2. Uncover, clean, and drain hair and debris strainers.
3. Drain all re-circulating and vacuum lines that require draining.
4. Backwash and drain filters.
5. Provide and/or return secure drain plugs to pumps, weirs, filters, and winterized lines.
6. Drain and store hoses, test equipment, ladders, guard chairs, diving boards and sliding board.
7. Inspect equipment and visible plumbing and submit a written list of repair recommendations for the following season to the COR.
8. Remove any contractor's equipment such as a chemical testing kit. Maintain at the contractor’s location.
9. Replace pool covers at each pool at closing and winterization of pools.
10. Notify the COR on completion of pool closing and return keys to the FMWR representative.
Reports
The Contractor shall create a binder using sheet protectors at each pool to keep all required reports. Reports shall be into the binder daily for inspection by the COR. Chemicals shall be accompanied by SDS (Safety Data Sheets) and also stored in the binder. The binder shall be housed at the pool and shall be considered Government property. Said binder shall be submitted to the COR at the end of the contracted POP. Other governing authorities that are required are listed throughout this PWS. The contractor shall maintain and provide a weekly report showing the daily checks and cataloging any and all issues. Listings shall include the three (3) daily chemical tests conducted as well as additional testing required by the FMWR or Kirk Army Clinic. Daily sheets shall be maintained according to the Virginia Graeme Baker Pool and Spa Safety Act (PSSA), referenced below. Ensure all drains are in proper working order and in compliance with this act. The Contractor shall perform and document weekly inspection of emergency eyewash/shower in each pool equipment room. Forms are located on the equipment at each location.
The contractor shall provide maintain and store equipment on site to test and shall record chemical balances. Testing, a minimum of three (3) times daily. Once prior to opening, again at midday and in the evening. Additional testing may be required if the FMWR representative or Kirk Army Clinic contests the contractor’s test findings. If the FMWR representative or Kirk Army Clinic requires, they will conduct independent testing in harmony with or in contrast to the contractors testing regiment. All chemical delivery drivers shall have Maryland State Commercial Driver's License (CDL) with hazardous material placards and Safety Data Sheets (SDS) when delivering chemicals to the installation.

The Contractor shall maintain training and certifications that are required by the following regulations:

The contractor shall provide the COR with copies of all training and certifications as required by the above regulations, for each contracted pool attendant. The Contractor shall ensure Material Safety Data Sheet (MSDS) and Standard Operation Procedures (SOPs) are present at each pool's maintenance/operation room.
Repairs to Operating Equipment
The Contractor shall respond to all malfunctions or repairs required for operating and chemical equipment for the Shore Park Pool within one (l) hour of the COR making contact. All repairs that are needed shall be at the COR's direction and preapproval. The COR shall be contacted when the repairs are completed and the status of the pool after the repair via phone and written status in the daily logbook. Repairs, services, and maintenance shall be referenced and tracked in the logbook. Upon completion of a service, the contractor shall provide documentation to the COR. The documents shall reflect the maintenance and / or repair as completed. The specific modification, service or work order documentation shall also reflect a detailed cost breakout. A copy of the cost breakout shall be submitted electronically to the COR as well as in the Wide Area Work Flow (WAWF) with the monthly invoice. The Contractor shall provide a 24-hour emergency number to the COR and all numbers for the contractor pool attendant(s) on duty.

An additional activities schedule will be provided by the FMWR representative. Anticipated Shore Park Pool activities may require day camps. There is a possibility for day camps from Monday through Thursday as well as Physical Training (PT) Swim (Military only) in the mornings from 6:30-8:00 AM. Operation Dates and Hours are announced annually by the FMWR representative for open season only. Open season dates fluctuate based on the Garrison’s mission parameters.
Army Class Requirements:
Antiterrorism/Security Requirements: The contractor and all associated subcontractor employees shall comply with applicable installation, facility, facility access and local security policies and procedures for APG. The contractor shall also provide all information required for background checks to the Provost Marshal Office, Director of Emergency Services or Security Office to meet installation access requirements. The contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or the installation change, the Government may require changes in contractor security matters or processes.
Operations Security (OPSEC) Training: All contractor employees including subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete Security OPSEC Briefing training attached. These shall be completed within 15 calendar days after the contract start date. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR within 15 calendar days completion. These courses are available following attachment:
Antiterrorism (AT) Level I Training: All contractor employees including subcontractor employees, requiring access to Army installations, facilities, and controlled access areas shall complete AT Level I awareness training within 15 calendar days after contract start date. New employees shall complete training and submit certificates to the COR before starting work under the contract. AT Level I awareness training is included in 1.13.1 attachment.
iWATCH Training: The contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity antiterrorism officer). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed as part of OPSEC and Antiterrorism briefing in 1.13.1 attachment.
