About this file
This is a Performance Work Statement (PWS) for depot-level repair and upgrade services of LM2500 gas turbine components for the U.S. Navy. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Code 423 requires repair and upgrade of four main component types: Titanium Compressor Stator Cases, Steel Compressor Stator Cases, Compressor Rear Frames, and Power Turbine Stator Cases. The contractor must upgrade legacy component configurations to the latest General Electric LM2500 model (7LM2500-PF-MLG34) configuration and repair surface corrosion, weld cracking, and physical damage. All work must be performed at the contractor's facility in accordance with GE Industrial Repair Manual GEK 99418, GE Illustrated Parts Breakdown GEK 50336, and GE Standard Practice Manual GEK 9250. The contractor must be a General Electric Aircraft Engine certified repair activity with specialized capabilities including machining rub-coats as a single assembly, restoring flange dimensions, performing advanced weld repairs, electron beam welding for flange upgrades, and thermal spray repairs.
The contractor bears responsibility for all shipping, tooling, and replacement parts procurement, with the Navy providing only the Government-Furnished Material (GFM) assemblies requiring repair. Key deliverables include a Disassembly and Inspection Report (within 30 days of induction), monthly status reports, a Final Overhaul Report (within 20 days of completion), and inventory reports tracking all GFM. The contractor must complete mandatory security training, maintain Tier 3 security clearances for personnel accessing Navy facilities or systems, and protect controlled unclassified information per NIST standards. Contractor personnel must be clearly identified as non-Government employees and cannot perform inherently governmental functions. All Government property must be properly tracked, reported through the PIEE GFM Module, and returned to NSWC Philadelphia Division upon contract completion or as directed by the Contracting Officer.

1.1 BACKGROUND
This specification identifies the requirements for depot level repairs and upgrades of LM2500 Titanium Compressor Stator Cases, Steel Compressor Stator Cases, Compressor Rear Frames, and Power Turbine Stator Cases. All of these assemblies are subsets of the U.S. Navy LM2500 Single Shank Turbine (SST) Gas Generator (GG) and Power Turbine (PT). These frames and cases are to be repaired and upgraded to avoid obsolescence and compatibility issues. Under the follow-on contract, the Navy will provide GFM assemblies that will require repair and upgrade to ready for issue condition and the latest configuration. These frames and cases will likely show surface corrosion to the external surfaces and may contain weld cracking and/or local physical damage. To support U.S. Navy engine fleet sparing requirements, all assemblies are to be repaired and upgraded to General Electric LM2500 model: 7LM2500-PF-MLG34 (highest configuration)
1.2 SCOPE OF WORK
