Summary of RFI #PWDE-2627 for Portable Weapons Detection Equipment

This Request for Information (RFI) is issued by Charles County Public Schools (CCPS), located in La Plata, Maryland, to identify qualified vendors capable of providing non-AI technology portable walk-through weapons detection systems and associated secondary screening equipment. CCPS seeks a scalable solution that includes screening devices, software, training, maintenance, warranty services, and related support for deployment across the district's 44 schools and centers to support daily operations, athletic events, graduations, special events, extracurricular activities, temporary security operations, and emergency deployments. The proposed solution must be commercially available and currently deployed in K-12 schools, higher education institutions, government facilities, or similar high-occupancy public venues. The RFI follows a five-phase competitive evaluation process: Phase I (RFI submission and qualification review), Phase II (evaluation of submissions), Phase III (demonstrations and operational evaluation), Phase IV (pricing request from selected vendors), and Phase V (award). The deadline for submitting questions is July 31, 2026, at 2:00 p.m. local time, with RFI submissions due August 19, 2026, at 2:00 p.m. local time. The contract period is one year with four one-year renewal options, and CCPS reserves the right to cancel at its discretion.

Pricing information shall not be submitted during the initial RFI submission phase and will not be considered in Phase I evaluation; pricing may be requested from selected vendors following the demonstration and operational evaluation phase. The RFI encourages certified minority business enterprises to respond. No pricing data, cost estimates, or budgetary figures should be included in initial submissions, as these will be requested only from shortlisted vendors at CCPS's discretion. Payment terms are net 30 days following satisfactory performance and acceptance of work, with invoices itemized and submitted to CCPS. CCPS is exempt from federal excise and Maryland sales and use taxes. Subsequent annual contract renewal price increases shall be limited to the Consumer Price Index-Urban (CPI-U) for the Washington D.C. Metropolitan Area, with vendors required to request adjustments in writing at the time of renewal. The contract requires an insurance certificate and compliance with all applicable federal, state, and local laws, OSHA requirements, equal employment opportunity standards, and provisions regarding registered sex offenders.

of supporting daily school operations, athletic events, graduations, special events, extracurricular events, temporary security operations, and emergency security deployments across the district's 44 schools and centers.

The proposed solution shall be commercially available and currently deployed in K-12 schools, higher education institutions, government facilities, or similar high-occupancy public venues.

The purpose of this RFI is to obtain information regarding commercially available non-

AI technology portable weapons detection technologies; evaluate Vendor/Contractor qualifications, experience, and capabilities; assess technical compliance with CCPS operational and technical requirements; conduct product demonstrations and operational testing; and, if deemed appropriate by CCPS, request pricing from selected vendors.

Pricing shall not be submitted with the initial RFI submission unless specifically requested by CCPS. Although this solicitation is issued as an RFI, CCPS reserves the right to utilize information provided in Vendor/Contractor’s submission, product demonstrations, operational testing results, and pricing subsequently requested from selected Vendors/Contractors to determine whether an award is in the best interest of

CCPS. Accordingly, CCPS may, at its sole discretion, make an award without issuing a separate Invitation for Bids (IFB) or Request for Proposals (RFP).

This RFI is intended to identify solutions capable of supporting school security operations while ensuring efficient movement of students, staff, and visitors.

IV. PROCUREMENT PROCESS

CCPS intends to utilize a competitive multi-phase evaluation process to identify the solution that best satisfies the operational, technical, safety, service, and financial requirements of the school system.
