About this file

This is a Request for Qualifications (RFQ) issued by the Fort Worth Water Department (FWWD) in Texas for on-call water and wastewater hydraulic modeling support services. The RFQ seeks statements of qualifications from qualified consultants capable of providing comprehensive hydraulic modeling support across the department's water and wastewater systems. The document establishes a framework for an on-call contract arrangement, allowing FWWD to engage qualified consultants as needed for various modeling projects and technical analyses. Respondents must demonstrate relevant experience, technical expertise, and capability in water and wastewater hydraulic modeling methodologies. While specific response deadlines, project scopes, and contract terms are referenced within the RFQ structure, the document serves as the procurement mechanism to establish a pool of qualified vendors available for task orders issued throughout the contract period.

The RFQ does not specify explicit pricing structures in the available documentation, as on-call contracts typically establish rates and terms through individual task orders issued after vendor selection. Qualifications-based selection criteria focus on consultant experience, technical capabilities, staff expertise, and past project performance rather than initial pricing submissions. FWWD retains flexibility to issue task orders based on specific project needs, allowing for cost-effective engagement of consultant services. No information regarding set-asides, incumbent contractors, or specific funding sources is detailed in the provided documentation. The on-call nature of this contract allows FWWD to manage hydraulic modeling support requirements as operational and capital planning needs arise.

REQUEST FOR QUALIFICATIONS

FORT WORTH WATER DEPARTMENT

ON-CALL WATER AND WASTEWATER HYDRAULIC MODELING SUPPORT

City Project Number 107009 The Fort Worth Water Department (FWWD) requests statements of qualifications from consultants for the purpose of providing on-call water and wastewater hydraulic modeling support services. Services may include evaluating operational impacts associated with system improvements, performing analyses for proposed developments, assisting and training FWWD staƯ on modeling applications, and updates to the City's risk-based assessment (RBA) models.

The City maintains hydraulic models of its water distribution and wastewater collection systems to support planning, development review, operational evaluations, and capital improvement initiatives. The City utilizes hydraulic models to evaluate engineering design and operational options, maintain system calibration, and support water and wastewater planning and development review activities.

The Request for Qualifications (RFQ) and related information may be examined or obtained online through Bonfire, the City’s procurement portal by visiting https://fortworthtexas.bonfirehub.com/opportunities/250858.

Key Project Tasks

Submissions should demonstrate experience in the following principal elements:

Evaluating engineering design alternatives and operational strategies for modifications to existing water and wastewater systems, as well as system investigations.

Assessing and recommending updates to the Water and Wastewater Capital Improvement Program (CIP).

Reviewing proposed developments to evaluate potential impacts on the City's water and wastewater systems.

Performing operational analyses of water distribution and wastewater collection systems.

Maintaining and updating hydraulic models to reflect current infrastructure, system operations, and calibration requirements.

Providing technical support and training to FWWD City staƯ in the use and application of water and wastewater hydraulic models.

Updating risk-based assessment (RBA) models for water and wastewater systems and developing recommendations based on evolving system conditions and performance data.

Water System Hydraulic Modeling

Tasks may include, but are not limited to, the following:

Support routine maintenance and updates of the water distribution system hydraulic model, including importing and validating system data, updating demands and infrastructure attributes, assigning hydraulic parameters, eliminating duplicate CIP projects and projected demands, executing model simulations, resolving errors, and performing quality assurance and quality control (QA/QC).

Perform hydraulic evaluations for proposed developments by incorporating proposed infrastructure into the hydraulic model, assigning system characteristics and elevations, simulating applicable demand scenarios, documenting modeling results, and preparing response with findings and recommendations.

Evaluate operational and infrastructure improvement alternatives for the water distribution system through engineering analysis, development and modeling of conceptual alternatives, preparation of planning-level cost estimates, and documentation of recommended solutions.

Provide technical assistance and training to FWWD City staƯ related to hydraulic modeling, including responding to modeling questions, advising on software functionality and version updates, assisting with model development and analysis, and conducting meetings or workshops to support staƯ proficiency in hydraulic modeling software.

Wastewater System Hydraulic Modeling

Tasks may include, but are not limited to, the following:

Maintain and update the wastewater collection system hydraulic model by importing and validating system data, updating wastewater loading and infrastructure attributes, assigning hydraulic parameters, eliminating duplicate CIP projects and projected loads, executing model simulations, resolving model issues, and performing quality assurance and quality control (QA/QC).

Perform hydraulic evaluations for proposed developments by incorporating proposed collection system infrastructure, including gravity mains, manholes, and lift stations, into the hydraulic model, assigning hydraulic characteristics and structure elevations, simulating applicable peak flow conditions, documenting modeling results, and preparing technical memos and reports with findings and recommendations.

Evaluate engineering and operational alternatives for modifications to the wastewater collection system through engineering analyses, development and modeling of conceptual improvement alternatives, preparation of planning-level cost estimates, and documentation of recommended solutions in technical memos and reports.

Provide technical support and training to FWWD City staƯ related to wastewater hydraulic modeling, including responding to technical questions, assisting with model development and analysis, providing guidance on hydraulic modeling software functionality and updates, and conducting meetings or workshops to enhance staƯ proficiency with wastewater modeling tools.

Risk-Based Assessment Model Updates

Tasks may include, but are not limited to, the following:

Maintain and update the water system risk-based assessment (RBA) model by importing and validating asset data, reviewing and updating scoring methodologies and parameters, evaluating asset condition and criticality, and developing recommendations to support asset renewal and replacement planning.

Maintain and update the wastewater system risk-based assessment (RBA) model by importing and validating asset data, reviewing and updating scoring methodologies and parameters, evaluating asset condition and criticality, and developing recommendations to support asset renewal and replacement planning.
