Section B: Description of the Supplies/Services Required

The 309 Commodities Maintenance Group (CMXG) has a requirement for an Trailer Mounted Liquid Oxygen Purge Cart, National Stock Number (NSN) 3655-01-561-4006. The intended use of the Trailer Mounted Liquid Oxygen Purge Cart is for purging liquid oxygen storage and transfer tanks. The Trailer Mounted Liquid Oxygen Purge Cart supports the repair and maintenance of A-10, C-130, F-22, and F-35 aircraft located at Hill Air Force Base (AFB).

Section C: Justification for Soliciting from a Single Source or Brand Name

The 309 CMXG submitted an Air Force (AF) Form 601 requesting to purchase NSN 3655-01-561-4006, Trailer Mounted Liquid Oxygen Purge Cart through the 309 CMXG Equipment Custodian account on November 14, 2019. The 309 CMXG was notified on November 20, 2019 that the AF Form 601 would not be funded with Fiscal Year (FY) 2020's budget. If the Trailer Mounted Liquid Oxygen Purge Cart is not replaced until FY 2021 funding is available, the ability of the 309 CMXG to support Depot Operations at Hill AFB will be significantly diminished.

It is estimated that the 309 CMXG would loose over $1 Million a year in lost revenue if the Trailer Mounted Liquid Oxygen Purge Cart is not replaced. The Trailer Mounted Liquid Oxygen Purge Cart is for purging liquid oxygen storage and transfer tanks. The Trailer Mounted Liquid Oxygen Purge Cart supports the repair and maintenance of A-10, C-130, F-22, and F-35 aircraft located at Hill Air Force Base (AFB).

On December 12, 2019 the 309 CMXG submitted a waiver to the 404 Supply Chain Management Squadron (SCMS) requesting permission to purchase the Trailer Mounted Liquid Oxygen Purge Cart locally. The waiver was approved on February 28, 2020. Pacific Consolidated Industries was identified as the only approved manufacturer capable of manufacturing NSN 3655-01-561-4006, Trailer Mounted Liquid Oxygen Purge Cart.

Section D: Efforts to Obtain Competition

In addition to the approved manufacturer, PCI, Internet searches identified three small businesses, AeroBase Group, Inc, Seahorse Defense Supply, LLC , and S&K Logistics Services, LLC that are capable of providing the PCI Trailer Mounted Liquid Oxygen Purge Cart. Although there are authorized distributors, the 404 SCMS provided a AFMC Form 761 identifying PCI as the only approved vendor for NSN 3655-01-561-4006.

This product is not available through GSA vendors.

Government will continue to perform market research to see if any new opportunities allow for competition. However, unless SCMS approves another Trailer Mounted Liquid Oxygen Purge Cart, the Government will be required to continue sole source awards for PCI Purge Carts.
