NNWP Portland District Purchase Description Bonneville Lock and Dam

Supervisory Control and Data Acquisition Systems Ignition Software

06 May 2025

1. GENERAL.

The U.S. Army Corps of Engineers (COE), Bonneville Lock and Dam requires the purchase of Ignition Supervisory Control and Data Acquisition (SCADA) software packages and support services (see section 1.2 below) to enhance current SCADA capabilities. The software will supplement and ultimately replace the limitations of FactoryTalk View, providing greater scalability, improved cross-platform compatibility, and expanded integration with modern control architectures across the powerhouses and auxiliary systems. Ignition will enhance data access, operational efficiency, and compliance with cybersecurity standards.

1.1 Background

Bonneville Lock and Dam currently utilizes FactoryTalk View as its primary SCADA platform. While functional, FactoryTalk View presents limitations in licensing flexibility, scalability, and native support for modern communication protocols. As operational demands increase and new systems are brought online, a more flexible, powerful, and future-ready SCADA platform is required.

Ignition by Inductive Automation offers a modular architecture, unlimited licensing model, and robust integration with databases, MQTT, OPC UA, and web technologies. This transition will ensure long-term adaptability, enhanced data visualization, and support for distributed architectures across the site’s infrastructure.

1.2 Scope of Work.

The Contractor shall provide, within 30 days of award date, the below listed items:

Required support services may consist of bug issue fixes or support and guidance for any arising and specific technical issues. The vendor will also be providing security patches and assisting in license moving should the government’s hardware fail.
