About this file
This is a Florida Department of Transportation (FDOT) Notice of Intended Decision to Enter into a Single Source Contract for Statewide Software & Equipment Customer Care Packages. The contract is for equipment, maintenance, and support for surveying hardware and software in support of the Department's Surveying and Mapping efforts and the Florida Permanent Reference Network (FPRN). The contract will cover Leica surveying software and equipment, including controllers, an iCON tablet, Total Stations, 3D Laser Scanners, digital levels, GNSS base station receivers, and GNSS rovers, along with all Surveying and Reference Network processing software. The document is dated for posting on 08.27.2025 at 5:00 PM, with an internal tracking number of DOT-SS-26-9006-DG.
The total contract price is $366,037.65, and the intended source vendor is Florida Level & Transit Co., Inc., which is noted as the only known authorized distributor for the State of Florida. The justification for the single source acquisition is based on Leica's nationwide vendor agreement. The contract's purpose is critical for disaster response, as the FPRN provides Global Navigation Satellite Systems (GNSS) corrections to disaster response teams for emergency responses, disaster mapping and assessment, and infrastructure monitoring. The Customer Care Packages will allow the Department to keep surveying software and equipment updated with current software and firmware versions, track additional satellite frequencies, and receive manufacturer support for issues that cannot be solved in-house.

Performance and/or Design Requirements (intended use, function or application, compatibility etc.
requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
During and immediately following natural disasters, the Florida Permanent Reference Network (FPRN) provides Global Navigation Satellite Systems (GNSS) corrections to disaster response teams for emergency responses, disaster mapping and assessment, and infrastruc-ture monitoring. The Department Survey and
Mapping personnel provide GNSS carrier phase and code range measure-ments in support of 3-dimensional positioning activities for work programs throughout the State, using FPRN. The existing GNSS antennas used to collect this information at the individual sites are reaching end of life. Upgrading these units will allow for the FPRN to track additional frequencies broadcast by the GNSS satellites. This increased amount of data is critical to meet the Department's business model and to meet the Department's obligations to state and federal regulations. Leica's Customer Care Packages (CCPs) are used to keep the Department's Leica surveying software and equipment up-dated with the current software and firmware versions available and will allow for future upgrades in support of the Depart-ment's Surveying and Mapping efforts and the FPRN.
The CCPs also allow the manufacturer to provide customer support for software and equipment if an issue arises that the Department is not able to solve in-house. The hardware includes controllers, an iCON tablet, Total Stations, 3D Laser Scanners, digital levels, GNSS base station receivers and GNSS rovers. The software also includes all Surveying and Reference Network processing software.
