About this file
The document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Corrections (FDC), seeking to procure a licensing agent for film distribution services. The department requires a vendor to provide a wide range of current and new movie releases to be shown at correctional institutions, with Swank Motion Pictures, Inc. identified as the intended single source. The contract is for a three-year term (36 months), with the solicitation posted on March 18, 2025, and the last day for receipt of information set as April 8, 2025. The procurement is specifically for UNSPSC code 90131600 (Taped or motion picture performances).
The estimated dollar amount is $51,322.55 for a one-year term, with Swank Motion Pictures, Inc. justified as the sole source due to their exclusive work with correctional systems and licensing deals with multiple Hollywood studios. The vendor must have active agreements with film companies to legally permit public performance exhibitions of movies, including commercial DVDs, Blu-ray, and streaming services, as specified in Title 17 U.S.C. sec 106(4). The document highlights that Swank is the only vendor capable of providing comprehensive licensing coverage for a large array of film production companies, making them the Department's exclusive choice for this movie licensing requirement.
