About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Financial Services (DFS) for Sonitrol Monitoring and Maintenance Service. The document outlines a single-source purchase of security monitoring and maintenance services for seven DFS-occupied buildings in Tallahassee, covering the period from July 1, 2025, to June 30, 2026. The services include installation, monitoring, and maintenance of Sonitrol proprietary security systems, with a total estimated contract value of $135,111.84.
The contract is specifically with Sonitrol of Tallahassee Inc., which is deemed the sole source provider due to having previously installed proprietary security equipment in the buildings. The justification for single-source acquisition includes Sonitrol's ability to verify alarms, provide 24-hour/365-day maintenance, offer lifetime warranty, and prevent unauthorized access. The document notes that using non-Sonitrol technicians would void the equipment's warranty. The procurement is considered mission-critical for protecting state employees, state property, and Florida citizens, with approvals from multiple DFS executives including the Purchasing Director and Deputy CFO.

These services are mission critical for DFS. Security monitoring and maintenance services are necessary to ensure the integrity of the existing security systems in DFS-occupied buildings in Tallahassee. These systems are crucial in protecting state employees, state property, and the citizens of Florida. To maintain secure buildings and ensure employee safety, DFS must purchase Security/Intrusion Protection to verify alarms for law enforcement entities and for DFS. DFS must also purchase ongoing maintenance services through Sonitrol to update and ensure Sonitrol proprietary equipment remains functional. The existing equipment is proprietary to Sonitrol and can only be monitored and serviced by Sonitrol and its trained and authorized technicians. The failure to acquire these services would create an unacceptable risk regarding all aforementioned persons and property.
Intended Single Source:
Sonitrol of Tallahassee Inc.
Estimated Dollar Amount:
$135,111.84
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Sonitrol installed the existing proprietary security equipment in DFS-occupied buildings in Tallahassee. DFS intends to enter into a single source purchase for the continuation of the Security / Intrustion Protection and Access Control services that are currently provided by Sonitrol.
Specifically, Sonitrol will verify alarms to decrease false alarms and response times; provide 24-hour, 365-days per year maintenance and parts for the security equipment under lifetime warranty;
and prevent unauthorized access to buildings. Sonitrol is the sole source provider of its proprietary equipment and is the only company authorized and able to monitor and maintain the equipment being used for the security of DFS-occupied buildings. Further, if non-Sonitrol-trained technicians attempt any repairs to the equipment, the lifetime warranty is voided.
