About this file

This document is a Notice of Intended Decision to Enter into a Single Source Contract issued by the Florida Department of Children and Families (the Department). The contract is for infrastructure services to support critical foster and adoptive parent recruitment and retention efforts, statewide and local services for foster and adoptive parents, and direct operation of the Foster Parent Allegation Support Team (FAST) Helpline. The intended single source is the Florida State Foster/Adoptive Parent Association, Inc. (FloridaFAPA), which is the only statewide membership agency that automatically registers all foster and adoptive parents in Florida and possesses the necessary expertise.

The contract term is for one year at a price of $172,364 per year. FloridaFAPA will provide services including operation of the FAST Helpline, travel to meetings, publication of quarterly newsletters, recruitment and retention of foster and adoptive parents, and provision of speakers and brochures for an annual statewide conference. The justification for the single source is that FloridaFAPA is the only organization with the capability to provide the required statewide infrastructure support services.
