About this file
This document is a Description of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Department of Environmental Protection (DEP) for the Choctawhatchee Basin Unpaved Roads Project. DEP is requesting authority to enter into a single-source contract with Johnson, Mirmiran & Thompson, Inc. (JMT) for thirty-six months of engineering services to provide post-design services for thirteen unpaved road-stream crossings in Washington and Holmes Counties, Florida. The required services include reviewing and updating the original 100% plans, providing pre-construction activities such as attending meetings and assisting with the bid process, and performing post-construction activities like responding to Requests for Information, conducting field visits, preparing plan revisions, and creating record drawings.
JMT is the intended single source for this contract, as they previously assessed, prioritized, and developed the 100% plans, technical specifications, and permits for the project under a separate agreement funded through the National Fish and Wildlife Foundation. DEP has determined that JMT's familiarity with the project's design requirements and stakeholder desires is crucial for its successful completion, and that the methodology they developed for estimating sediment contributions cannot be duplicated. The estimated dollar amount for this single-source contract is $770,000.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
JMT is uniquely qualified to provide DEP with the professional engineering services needed during the post design and construction phases of this project because under a separate agreement that was funded through National Fish and Wildlife Foundation (NFWF) and implemented by
PUR 7776 (Revised 07/2022) Page 3 of 3 Incorporated by Reference: Rule 60A-1.045, F.A.C.
DEP, JMT assessed and prioritized the unpaved road-stream crossings in Holmes and Washington County, developed the 100% plans, technical specifications, and obtained the necessary permits for the Project. Their overall familiarity with the specifics of the design requirements and stakeholder’s desires is crucial for the success of the project.
JMT has the specific expertise needed to provide DEP with engineering expertise and environmental services for construction of improvements of the thirteen (13) road-river crossings in the Choctawhatchee River Basin in Washington and Holmes Counties in order to complete the plans for the Choctawhatchee Unpaved Roads Project originally procured under DEP Contract
RM162.
In review of the criteria necessary, for the unpaved roads final plans, re-permitting, and CEI services, originally set forth in DEP Contract RM162, DEP has determined these services can only be attained from JMT as the methodology developed to estimate sediment contributions to basin-wide sources was novel for this project and cannot be duplicated. The prioritization process also required JMT’s project team personnel to become intimately knowledgeable with the prioritized sites and road-stream crossings, thus enabling them to create appropriate designs for improving the reduction in sediment run-off into the receiving waterways. Therefore, sultant were to pick-up where JMT’s designs have left off and re-apply for permits, update and /or revise the plans for construction, and assume responsibility for the plans would basically require the new consultant to start over the process of design, permitting and accepting the prioritizing process/methodology.
