About this file
The document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Agency for Health Care Administration for Equifax Workforce Solutions LLC's Incarceration Intelligence service. The procurement seeks a one-year contract valued at $924,000 annually, with a posting date of 5/1/2025 and a last day for receipt of information on 5/21/2025. The service involves a proprietary data network providing real-time, nationwide, and historical incarceration data, specifically designed to help the Bureau of Medicaid Data Analytics ensure that Statewide Medicaid Managed Care is not paying for individuals who are incarcerated during Medicaid Recertification.
The contract is funded through the Fiscal Year 2024-2025 General Appropriations Act (HB 5001), which appropriates $994,500 for this service. Data will be exchanged via a Batch Secure File Transfer Protocol (SFTP), where AHCA will provide a pipe-delimited flat file, and Equifax will monitor inputs for new bookings and releases. Equifax is positioned as the sole provider of this service, with access to over 2,800 jails and correctional facilities, making it the only real-time network of state and local offender management systems. The procurement document includes approvals from multiple high-level state officials, including the Secretary of the Agency for Health Care Administration, and emphasizes the unique nature of Equifax's comprehensive incarceration intelligence solution.
