About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Agriculture and Consumer Services. The Department is seeking to purchase a Sciex 7500 LC/MS/MS mass spectrometer from AB SCIEX LLC for the Division of Food Safety's Bureau of Laboratories. The mass spectrometer is required to support the Division's regulatory program on Fruits & Vegetables and Hemp, and to perform specialized laboratory analysis on a variety of food products sold or produced in the state. The Department justifies this as a single-source procurement due to the unique specifications and compatibility requirements of the Sciex 7500 instrument. The estimated contract amount is up to $492,586.72.
The Department has posted this advertisement as mandated by Sections 120.57(3) and 287.057(3), Florida Statutes, and is requesting that any prospective vendors who believe they can provide the required commodities or services provide relevant information to the contact person by April 4, 2024. If it is determined that the commodities or services are only available from a single source, the Department will post a notice of its intended decision to enter into an agreement with AB SCIEX LLC on the Vendor Information Portal.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
The following specifications are unique to the Sciex 7500 LC/MS/MS instrument and no other manufacturer can meet the specifications:
1. The system and associated data acquisition and control software must be compatible with customer’s existing methods created using Sciex software, to include acquisition parameters, processing methods, and reports. It is critical for employee training and sample workload demands that all systems share similar methods, reports, and acquisition/control software.
2. The Q3 mass analyzer in the system must use a linear ion trap mass analyzer capable of performing accumulation and trapping of ions, isolation of selected ions in the linear trap, fragmentation of ions in the linear trap, enhanced resolution scanning, and high sensitivity full scan MS, MS/MS, and MS3 experiments in the Q3 linear ion trap mass analyzer, as well as
MRM triggered trap MS/MS scans for confirmation. Only Sciex with their Q-trap mass analyzer design has this configuration and can perform these experiments. This hybrid design feature allows for several unique experiments to be performed on the instrument, including low energy trap experiments that mimic fragmentation patterns on standalone linear ion traps, MS3 experiments in the Q-3 linear ion trap for enhanced selectivity, and high-sensitivity full scan
MS/MS confirmation. The configuration in traditional quadrupole mass spectrometers systems do not offer the ability to trap and concentrate ions in a particular cell for higher sensitivity and selectivity, without which the laboratory would not have the ability to reach the low target levels required by the State and Federal customers. The QTrap mass analyzer design is unique in its capabilities and advantageous for many of the varied and challenging analysis required when responding to food emergencies.
Only Sciex can provide the LC/MS/MS that meets the compatibility specifications as provided above. To the best of our knowledge,no other company that produces instruments with specificity and uniqueness as aforementioned. .
