OVERHAUL DESCRIPTION

FOR OFFICIAL USE ONLY

OVERHAUL REQUIREMENTS:

1. Scope: This description covers the requirements for contractor inspection, estimate and overhaul of the following cited pump.

1.1 Descriptive Data: Pump- 500 GPM at 125 PSI, 280 Feet Total Head, 8.625" diameter impeller, size VA70E. Motor- 75 horse power, 3600 RPM, Clockwise rotation, 440VAC, three phase, 60 cycle, 365 JP frame. End use: fire pump aboard the 270 WMEC vessels.

1.2 The assembly delivered for overhaul services is intended to be a complete Crane Deming P/N: 3186-305-19999VA70E4X3X9.5-AB/D-605974-79 pump with motor.

Contractor shall notify the Coast Guard Contract Officer of any missing components or, otherwise, questionable condition that may hinder the overhaul process.

1.3 The overhaul requirements described herein are considered minimum and are not intended to replace any procedures, controls, examinations or tests normally employed by the contractor to assure the quality of the product.

2.1 Specification Order of Precedence: In the event of a conflict between the text of this specification and the references cited herein, the text of this specification takes precedence. Nothing in this specification, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. Requirements: The contractor shall provide all labor and materials to perform overhaul and testing services on the pump unit.

3.1 Preliminary disassembly and inspection of the pump unit shall be conducted in accordance with reference 2.a to determine the total estimated cost to repair including material, labor, testing, preservation, packing and marking costs. A detailed estimate shall be submitted to the Coast Guard Contracting Officer for review and approval prior to the start of any repair or order of material. The contractor shall also provide the replacement cost of a new pump unit for comparison to the overhaul cost. The impeller diameter shall be verified to be 8.625" nominal and documented in the report.

3.1.1 Disposition: The Coast Guard shall determine the disposition of any pump unit delivered for repair that is found to be not suitable for repair for whatever reason.

3.1.2 Only upon acceptance of the estimate and authorization to proceed by the contracting officer, shall the pump unit be overhauled in accordance with the above references and as follows.

3.2 Replacement Parts: All replacement parts used in the overhaul shall be new parts. Reclaimed, recycled parts are not acceptable and shall not be used. Commercial parts such as seals, ball / roller type bearings, o-ring and couplings which are not manufactured by the pump or motor manufacturer shall be identified by their markings or through the use of the technical manual for identification purposes. Commercially available items such as these are generally interchangeable between different manufacturers and may be substituted as long as they are equal in all respect.

3.2.1 Label Plates: Remove any label plates and replace at the conclusion of painting. New label plates shall be used if the original plate is missing, not legible or in poor condition. The label plate shall contain pump and or motor make, model and serial numbers and pertinent characteristic information as a minimum requirement. A separate label plate made of similar material as the original label plate shall be attached stating the contractors name, contract number, and date of overhaul.

3.2.2 Where any carbon steel zerc fittings or pipe plugs exist, all items shall be replaced with non-magnetic 300 series grade stainless steel. Pipe plugs shall be installed with a thread sealer and protective plastic caps shall be installed on each zerc fitting.

3.2.3 Mandatory part replacement shall include all software, bearings, shaft seal and threaded fasteners.

3.3 Special Instructions:

3.3.1 Any pump delivered for overhaul having a packing gland shall be converted to a mechanical seal assembly as part of the overhaul. Contractor shall include conversion work and parts in the overhaul estimate if found necessary. The seal shall be a Chesterton part number 442-17 SPK 678344.

3.3.2 If the pump was received without an abrasive seperator installed, the contractor shall provide and install one John Crane cyclone abrasive separator part number 8109513. The separator shall be installed per the

3.3 Special Instructions:

The separator shall be installed per the manufactures recommendation and be connected by the use of 316 stainless steel tubing and fittings.

3.4 Drive Motor: Should the cost to overhaul the drive motor exceed 70% of the replacement cost of a new motor, the motor shall be exchanged with a replacement motor when condition and cost of overhaul warrants the need.

Otherwise, the drive motor shall be reconditioned to a like new condition as part of the overhaul. The motor shall be disassembled and all parts thoroughly cleaned and inspected. As a minimum, mandatory replacement parts shall include all bearings, bushing, seals, and gaskets. All parts that are worn, have an improper fit and or damaged beyond the manufacturers tolerances shall be repaired or replaced as determined by the contractor.

3.4.1 The winding resistance shall be inspected in accordance with part 2.b.

Windings that do not meet the standards within reference 2.b shall be re-insulated in a qualified insulation material recommended by the motor manufacture. Reinsulated windings shall be subjected to a follow up resistance test once thoroughly dry. This process shall be repeated until acceptable resistance readings are achieved.

3.4.2 The motor rotating element shall be balanced in accordance with reference 2.b. The final result of residual imbalance shall be documented.

3.4.3 Motor Certification: Contractor shall provide written certification that the motor was reconditioned to the same standards as new and a copy shall be turned over to the Coast Guard, Quality Assurance Representative (QAR). All test results shall be made available for review by the QAR upon request.

3.5 Paint: Removal of existing paint shall be accomplished in accordance with reference 2.d where practicable. Equal means of paint removal is acceptable where power tool cleaning may pose a risk of damage to internal components.

The surfaces shall be cleaned and prepared to promote paint adherence in accordance with the paint manufacture recommendations. Upon completion of all tests, a primer and finish coat of paint shall be applied to all surfaces with exception of the flange faces. The primer coat used shall be a high build epoxy to MIL-PRF-23236 or MIL-PRF-24647. The primer coat shall be 5-6 Mils dry film thickness (DFT). The finish coat shall be silicone alkyd enamel; color shall be red in accordance with AMS Standard 595 color number 11105. The finish coat shall be 3-4 mils DFT for a total paint thickness of primer and top coat to a minimum of 5-7 mils DFT.

3.5.1 The contractor shall maintain documentation of the paint type, color and application. Records shall be made available upon request of the QAR.

3.6 Testing:

3.6.1 Testing Requirements: After completion of overhaul, contractor shall conduct the following described tests. All tests shall be witnessed by a QAR. All testing shall be accomplished on contractor supplied calibrated test equipment. Any failed pump unit shall be repaired and re-tested until a successful test is achieved. Where a pump unit mounting base is not supplied, the contractor shall provide a temporary mounting base to conduct the test.

3.6.2 Rotational Test: To ensure the pump turns freely, the pump shaft shall be rotated 5-10 times by the use of a strap wrench or other non-damaging tool. The QAR shall inspect for smoothness of rotation and check for signs of binding. Contractor shall investigate any questionable test results and correct as necessary.

3.6.3 Hydrostatic Test: Contractor shall conduct a hydrostatic test of the overhauled pump using clean fresh tap water or, otherwise OEM specified test fluid. Test shall be conducted to certify the integrity of the pump case and seal area. Test shall be conducted at 150% of the maximum working pressure or mechanical seal rating whichever is less. The test shall be conducted for a ten (10) minute time period and discontinued at any sign of leakage which will require repair and re-test. Leakage at the Chesterton Mechanical Seal of less than 60 drops per minute is allowable for a newly overhauled pump.

Leakage at any other area is not allowed.

3.6.4 Performance Test: The pump unit shall be operationally tested by the use of a test tank and compatible test fluid. The technical manual or OEM shall be consulted to determine the pump units test parameters. Where necessary, the test fluid shall be heated to the proper operating temperature prior to the start of the test. The pump unit shall be able to meet or exceed the manufacturers flow curve to a tolerance of not less than 5% of manufacturer's rating. Each pump shall be given a performance test conducted, recorded, and reported in accordance type III, level B of reference 2.i. All test readings shall be documented and recorded using calibrated test equipment in accordance with reference 2.c. During the test, the bearings and seals shall be monitored for unusual noise, vibration and overheating. A pump unit showing any indication of a problem during this test shall be secured and issues resolved prior to restarting the test. Leaks are grounds for rejection and shall be corrected. Leakage at the Chesterton Mechanical Seal of less than 60 drops per minute is allowable for a newly overhauled pump. Leakage at any other area is not allowed.

3.6.5 Test Report: A copy of the test report shall be packed with each pump unit and a copy shall be turned over to the QAR. Report shall contain the following information at a minimum:

a. Contractor name.

b. Contract number.

c. Pump Unit Model & Serial Numbers.

d. Date of test.

e. Description of each test conducted and results of each test.

f. Name of the person conducting the testing.

3.7 Calibration: All test equipment and attached gages shall be calibrated per reference 2.c and have a current calibration sticker. Calibration shall be traceable to National Standards Institute of Technology. (NIST).

3. 8 Overhauled pump unit shall be delivered to the Coast Guard completely manufactures recommendation and be connected by the use of 316 stainless steel tubing and fittings.

a. Contractor name.

b. Contract number.

c. Pump Unit Model & Serial Numbers.

d. Date of test.

e. Description of each test conducted and results of each test.

f. Name of the person conducting the testing.

3.7 Calibration: All test equipment and attached gages shall be calibrated per reference 2.c and have a current calibration sticker. Calibration shall be traceable to National Standards Institute of Technology. (NIST).

3. 8 Overhauled pump unit shall be delivered to the Coast Guard completely assembled and ready for installation. Contractor shall preserve, package and mark each pump unit in accordance with part 5 below.

3.9 One copy of the manufacturer's installation, parts, and service manual shall be placed inside the shipping container within a waterproof sealable envelope. Resources for this information may be obtained from reference 2.a, the manufacturer or their website.

3.10 Responsibility for Inspection: The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment for conducting all inspection requirements. All inspections and tests shall be performed at the Contractors facility prior to the Coast Guards acceptance. In the event where a sub contractor may be utilized, they shall be bound to the requirement of the contract. The Coast Guard reserves the right to verify or have performed any of the inspections set forth herein where such inspections are deemed necessary to assure that supplies and services conform to contract requirements. All inspections shall be coordinated to keep the number of visits to a minimum.

4. Quality Assurance:

4.1 General: The Contractor is responsible for the conformance and overall quality of each item offered to the Coast Guard for approval or acceptance.

4.2 Inspections and Tests: The inspections & tests required herein are the minimum necessary and are not intended to replace any controls, examinations, or tests normally employed by the contractor to assure the quality of the product. The following inspections are required:

a) Verify motor certification, see part 3.4.3.

b) Verify paint requirements and witness paint thickness, see part 3.5.

c) Witness test requirements described, see part 3.6.

d) Verify preservation packaging and marking, see part 5.

e) Verify certification marking per section C2.5 of reference 2i.

(Optional, see 5.2.1)

4.3 Notifications & Inspections: The contractor shall provide advance notice of inspections or test to the Coast Guard Contract Administrator.

Notification shall be given at least seven days if within the United States (US) or fourteen days outside of the continental US.

4.4 Calibration System: The contractor shall maintain a test equipment calibration program in compliance with ANSI/NCSL Z540.3. The program shall be documented and traceable to NIST. The calibration records shall be maintained for verification at the request of the QAR.

4.5 Test & Inspection Reports: A copy of the test or inspection report shall be turned over to the QAR upon his arrival at the contractor's facility.

4.6 Warranty: A copy of the contractor's standard pump unit warranty shall be place inside each shipping container.

5. Preservation Packaging and Marking:

5.1 Preservation: The overhauled pump unit is typically intended for warehouse storage and not for immediate installation. Therefore, it is critical that the contractor ensure that the overhauled pump unit undergo the below preservation requirements:

a) Pump shall be drained and dried of all test fluid.

5.2 Packaging: Each pump unit shall be individually packaged in its own enclosed wooden container. The pump unit shall be bolted through the protective bag into the skid base. The lid or cover shall be attached by the use of phelps head screws. The container shall be capable of protecting the pump unit from damage during multiple shipments by commercial carrier.

5.3 Marking: Shipping container shall be stenciled with black enamel paint with the information as laid out below. Stencil shall be applied to the container on two opposite sides in upper left corner. Markings shall be 3/4 inch minimum height black characters on a white painted background. NOTE:

ALL PREVIOUS MARKINGS AND / OR QUALITY ASSURANCE DECALS SHALL BE REMOVED FROM

3.9 One copy of the manufacturer's installation, parts, and service manual shall be placed inside the shipping container within a waterproof sealable envelope. Resources for this information may be obtained from reference 2.a, the manufacturer or their website.

3.10 Responsibility for Inspection: The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment for conducting all inspection requirements. All inspections and tests shall be performed at the Contractors facility prior to the Coast Guards acceptance. In the event where a sub contractor may be utilized, they shall be bound to the requirement of the contract. The Coast Guard reserves the right to verify or have performed any of the inspections set forth herein where such inspections are deemed necessary to assure that supplies and services conform to contract requirements. All inspections shall be coordinated to keep the number of visits to a minimum.

4. Quality Assurance:

4.1 General: The Contractor is responsible for the conformance and overall quality of each item offered to the Coast Guard for approval or acceptance.

4.2 Inspections and Tests: The inspections & tests required herein are the minimum necessary and are not intended to replace any controls, examinations, or tests normally employed by the contractor to assure the quality of the product. The following inspections are required:

a) Verify motor certification, see part 3.4.3.

b) Verify paint requirements and witness paint thickness, see part 3.5.

c) Witness test requirements described, see part 3.6.

d) Verify preservation packaging and marking, see part 5.

e) Verify certification marking per section C2.5 of reference 2i.

(Optional, see 5.2.1)

4.3 Notifications & Inspections: The contractor shall provide advance notice of inspections or test to the Coast Guard Contract Administrator.

Notification shall be given at least seven days if within the United States (US) or fourteen days outside of the continental US.

4.4 Calibration System: The contractor shall maintain a test equipment calibration program in compliance with ANSI/NCSL Z540.3. The program shall be documented and traceable to NIST. The calibration records shall be maintained for verification at the request of the QAR.

4.5 Test & Inspection Reports: A copy of the test or inspection report shall be turned over to the QAR upon his arrival at the contractor's facility.

4.6 Warranty: A copy of the contractor's standard pump unit warranty shall be place inside each shipping container.

5. Preservation Packaging and Marking:

5.1 Preservation: The overhauled pump unit is typically intended for warehouse storage and not for immediate installation. Therefore, it is critical that the contractor ensure that the overhauled pump unit undergo the below preservation requirements:
