About this file
This document is a Request for Information (RFI) from the U.S. Army Combat Capabilities Development Command (DEVCOM), Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center. The purpose of the RFI is to survey the market and identify interested businesses that can provide solutions for supporting multi-layered deliberate and dynamic targeting and battle damage assessment for both kinetic and non-kinetic effects.
The RFI requests that interested parties submit a whitepaper not exceeding 15 pages in length, which should include company information, technical approach, rough order of magnitude cost estimates for capabilities, software licensing rights, and transition plans for the proposed solution. The RFI is for informational and planning purposes only and does not constitute a solicitation. The information provided may be used by the Army to develop a future acquisition strategy, Performance Work Statement, Statement of Objectives, and/or Performance Based Specification(s).

Request for Information (RFI) for
Technologies to support Multi-Layered Kinetic and Non-Kinetic Targeting and Battle
Damage Assessment Processes
DISCLAIMER:
THIS IS NOT A SOLICITATION: No award will be made as a result of this request. This
RFI is for informational and planning purposes only; this is not an Invitation for Bid, a
Request for Proposal, or a Request for Quotation. No solicitation document exists and a formal solicitation will not be issued by the Government after receiving responses to this
RFI. The Government will not be liable for payment of any costs incurred in response to this RFI and is under no obligation to act in any way on the information received. No costs incurred by interested companies in response to this announcement will be reimbursed. The information provided may be used by the Army in developing a future acquisition strategy, Performance Work Statement, Statement of Objectives and/or
Performance Based Specification(s). Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.
PURPOSE:
The U.S. Army Combat Capabilities Development Command (DEVCOM), Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and
Reconnaissance (C5ISR) Center is surveying the market to locate/identify interested
Business Concerns to Multi-Layered Kinetic and Non-Kinetic Targeting and Battle
Damage Assessment (BDA). The US Army C5ISR Center, Engineering & Systems
Integration (ESI) is interested in receiving information from companies that have solutions for supporting multi-layered deliberate and dynamic targeting and battle damage assessment for both kinetic and non-kinetic effects.
BACKGROUND:
As the military continues to focus on how to support Large Scale Combat Operations
(LSCO) where armed forces are engaged in intense combat with many targets, the Army would like to reduce the time that it takes to action and assess targets in these fast paced dynamic targeting force on force situations. To shorten these timelines, C5ISR Center requests solutions to automate processes that computers can do faster than humans, leverage Artificial Intelligence/Machine Learning (AI/ML), and other analytic techniques to find targets of interest or changes in target status after actioning a target as well as integration of these novel capabilities into visualizations and systems that the warfighters depend on to improve collaboration between warfighting functions.

IEWS)
• Program Executive Office Command Control Communications - Tactical
(PEO C3T)
We are asking industry to provide a response to this RFI that includes the following tasks:
1. Clearly define technical approach and the capabilities addressed.
2. A Rough Order of Magnitude (ROM) cost estimate for each capability per year, not to exceed 3 years, to include potential integration efforts necessary for the technology to transition.
3. Clearly state the software licensing rights of the proposed technology.
4. State how this effort can transition into a Program of Record (POR) and what level of effort is needed to transition this effort.
