Questions and answers

Q 1. Does PSA anticipate the need for more than one person to rate each individual each year?

A 1. No. PSA expects that the supervisor will be doing the rating. However, if something changes during the performance cycle, e.g. the supervisor leaves, the employee is reassigned, then the person's new supervisor will rate him/her. In other words, depending on what happens that year, the employee may have more than one rating.

Q 2. Does PSA want the entire admin & reporting system to reside on their server or do they want to pay use to maintain it via a per report fee?

A 2. PSA does not want to rely on a 3rd party source to pay for competency reports on individuals per report. This is something that we anticipate doing on an on-going basis and it makes sense to have internal capacity for this.

Q 3. Objective 1 requests “identification of competency models for each of eleven (11) mission-critical positions”. Is the agency requesting the contractor to identify shared competencies, job-specific competencies, or both?

A 3. The contractor shall identify both, i.e. shared competencies and job specific competencies.
