About this file

This is a Project Manual for a Pole Replacement Unit Price Contract (PW 2026-007T) issued by Seattle City Light for wood pole replacement work in Unincorporated King County, Washington. The contract covers the replacement of wood poles rated P1 and P2 that have reached the end of their serviceable life and pose imminent failure risk. Associated primary conductors and pole equipment, including transformers, switches, services, and appurtenances, will be transferred or replaced as part of the work. The contract term is for one year beginning from the Notice to Proceed for the first Work Package issued, or until the total payment requested reaches the Not to Exceed award amount, whichever occurs first. The contract may be extended for an additional one-year period upon mutual agreement between the parties.

The manual establishes unit pricing for pole replacement services with specific requirements for project execution, safety standards, and quality assurance. The document provides detailed technical specifications, project procedures, and performance standards that contractors must follow throughout the contract period. Contractors are required to comply with all applicable regulations and industry standards for utility work, including proper handling of equipment and materials during the replacement process. The project manual serves as the operational framework for managing work packages, coordinating with Seattle City Light representatives, and ensuring consistent delivery of pole replacement services across multiple sites within the unincorporated King County service territory.

b. The Owner may suspend the project if the Contractor substitutes a project manager or superintendent without the Owner’s approval. The Contractor is fully liable for the additional costs resulting from the suspension of work and no adjustments in Contract Time resulting from the suspension of work will be allowed.

The Bidder must identify a Project Manager who will provide management and direction to the Bidder’s personnel assigned to the project and will have overall responsibility for executing the work in compliance with the Contract.

The Bidder must identify a Superintendent who will be responsible for overseeing all work activities associated with the Contract and who will not be the same person as the Project Manager.

1-02.3 ESTIMATED QUANTITIES

Delete the contents of this Section and replace it with the following:

The stated unit Bid quantities in the Bid Form will specifically not be a part of the resultant Work Packages assigned, but the Bid Items in the Bid Form must account for at least 80% of the cost for each Work Package. The Owner does not represent or warrant to the Bidder that the actual Work provided under this Contract will be consistent with unit quantities that may be assigned by the Owner for purposes of determining the low Bidder. The actual Work provided under this Contract may vary substantially from the Owner-assigned unit quantities used to determine the basis of award, and the winning Bidder is not entitled to any adjustment in its unit prices as a result of any variation, no matter how significant, between the actual Work performed and the unit Bid quantities used for purposes of determining the basis of award. The unit cost Bid Items will not be used to pay the Contractor for any given Work Package. Work Packages will be paid as a lump sum, with the Contractor’s Bid Item unit prices applied to estimated quantities on each Work Package to form the basis of the lump sum price proposal. See Section 1-08.11.

1-02.4 EXAMINATION OF BID DOCUMENTS AND PROJECT SITE

1-02.4(1) GENERAL

The Bidder has a responsibility to ask about any perceived defect or ambiguity in the Bid Documents. Bidders who need an explanation or clarification of the Bid Documents must make this request in writing no later than 5:00 p.m. on the Thursday before the Bid Opening Date. A claim will not be allowed if a Bidder failed to request clarification or if a reasonably prudent contractor would have discovered such defects or ambiguities while preparing their Bid.

Supplement this Section with the following:

No pre-bid meeting will be held for this project.

1-02.4(2) SUBSURFACE INFORMATION

1-02.9 BID SUBMITTAL

1-02.9(3) BIDDER/SUBCONTRACTOR LIST

Delete this Section and replace with the following:

In compliance with RCW 39.30.060 for all projects estimated to cost $1,000,000 or more, all Bidders must complete and submit the Bidder/Subcontractor List, Section 0-01.5 of the Project Manual. The completed Bidder/Subcontractor List must identify the Subcontractors that the Bidder will contract with for HVAC, plumbing, electrical, structural steel, or rebar installation work; or indicate that the Bidder intends to self-perform the work, if awarded the Contract; or that category of work is not applicable. The Bidder/Subcontractor List must be submitted with the Bid Forms. The Bidder is responsible for the timely delivery of the Bidder/Subcontractor List.

For purposes of evaluating the Bidder/Subcontractor List, and notwithstanding any interpretations therein or in the Contract to the contrary, the Owner has determined that the project includes the following trades: Electrical.

Accordingly, Bidder must name a Subcontractor(s) licensed to perform the category of work per the instructions in the Bidder/Subcontractor List. If the Bidder is licensed to perform the category of work, Bidder may self-perform per the instructions in the Bidder/Subcontractor List. Failure to name a Subcontractor(s) or name itself to perform the category of work may render the Bidder’s Bid non-responsive and rejected.

The Bidder may list no more than 1 Subcontractor for each category of work, unless Subcontractors vary with Bid Alternates, Additives, or Deductives, in which case the Bidder must indicate on a separate Bidder/Subcontractor List which Subcontractor will be used for which Alternate, Additive, or Deductive.

If the HVAC, plumbing, electrical, structural steel, or rebar installation specialty is left blank meaning either the name of a Subcontractor is blank, or a checkbox is not checked, the City will accept the blank as self-performance. The Bidder is bound to self-performance of that specialty for the duration of the Project.

The Bid will be rejected as non-responsive if the Bidder/Subcontractor list is not provided. The Bidder/Subcontractor List must be submitted with the Bid Forms per RCW 39.30.060.

If awarded the Contract, the Bidder agrees to use the Subcontractors identified on the Bidder/Subcontractor List unless the City agrees to a substitution.

The Contractor will not start work on that scope of work until the Change Order has been approved in writing by the City Light Project Manager.

1-04.5 VARIATION IN ESTIMATED QUANTITIES

The unit Bid quantities on the Bid Form were used to determine the low Bidder for the Contract, and are not a part of the resultant Work Packages assigned. The Work provided under this Contract may vary substantially from the Owner-assigned unit quantities used to determine the basis of award.

The Contractor will be paid for the Work performed and accepted under each Work Package at the agreed upon lump sum price. Quantities will not be measured for Work Package payments.
