A. Technical & Supplier Capability

Supplier capability is evaluated to determine a supplier's ability to perform upon award of a contract. The USPS will evaluate the degree to which the offeror’s approach will meet the requirements to provide, on an on-going basis, the services as detailed in the USPS statement of work. Offerors should address each of these factors separately and in the order they appear in the solicitation. When documenting their knowledge, skills, and qualifications, offerors should describe in detail their applicable experience and knowledge and include in their responses the successes they have had related to those requirements.

The USPS will evaluate the offeror’s past performance in providing effective EEO Investigative services. The USPS will evaluate the offeror’s record of conforming to agreement specifications, quality of services, and adherence to contract schedules. The USPS will contact references provided by the offerors and USPS will consider the references’ responses as a part of the past performance evaluation.

Describe your experience investigating employment discrimination complaints, to include the type of complaints investigated (e.g. federal, state, local, or corporate; Title VI, Title VII, ADEA, ADA, etc.), the approximate number of investigations completed, the methods used to conduct the investigations, the types of reports prepared and when the investigations were conducted.

A. Options. The Postal Service will __ will not _X_ evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Postal Service may determine that an offer is unacceptable if the option prices are significantly unbalanced. B. Notice of Award. The Postal Service may accept an offer (or part of an offer), whether or not there are discussions after its receipt, before an offer’s specified expiration time, unless a written notice of withdrawal is received before award.
