All modeling shall be performed in accordance with applicable FEMA guidelines, FDEP requirements, and current industry standards.

The modeling effort shall evaluate, at a minimum, the 10-, 25-, and 100- and 500-year design storm events for both 24- and 72-hour durations. Analyses shall be conducted under the following scenarios:

• Utilizing Atlas 14, or equivalent

• Current/existing land use conditions

• Future land use conditions (based on Comprehensive Plan data)

• Fully developed watershed conditions

• Joint Planning Area Boundary and it’s future land uses at development capacity

The modeling shall incorporate projected impacts of future/climate adjusted rainfall projections. The numerical modeling at a minimum shall be consistent with the model used for that watershed previously, including ICPR (StormWise), HEC-RAS, or other modeling consistent with work already performed by the Water Management District, as applicable to the study area.

The City is seeking to establish Base Flood Elevation’s (BFE’s) for all FEMA flood sources. This requires the Consultant to perform necessary site-specific engineering analysis to determine BFE’s for unnumbered A Zones. The Consultant will perform the necessary detailed method of study per FEMA Study & Mapping Guidelines to establish a BFE where unnumbered A Zones exist within the Joint Planning Area Boundary. Based on modeling results, the Consultant shall develop flood risk mapping products, including preliminary FEMA Special Flood Hazard Area (SFHA) mapping and Base Flood Elevation (BFE) determinations, as appropriate for planning-level evaluation.

The City is seeking to achieve a Class 4 CRS Community Rating. One of the prerequisites for a CRS Class 4 (see Section 211.c in the FEMA 2025 CRS Manual) is that the community receive credit for managing the impacts of a 100-year storm with the BFE as the tailwater condition, where applicable. Most communities use various return frequencies for different design and management purposes, including onsite controls. Development of a watershed master plan does not have to change that, but it is important to understand the impact of development on runoff from the 100-year storm. The Consultant shall include numerical modeling necessary to achieve credit in the watershed master plan to meet the minimum criteria listed in Section 452.b of the FEMA 2025 CRS Manual.

All model inputs, assumptions, boundary conditions, rainfall distributions, loss methods, calibration procedures (if applicable), and limitations shall be documented.

Deliverables:

The Consultant shall provide the following deliverables:

• 7.1: Flood Modeling Scenarios and Analysis For current/existing land use, future land use, and the fully developed watershed conditions, the Consultant shall:

• Conduct hydrologic and hydraulic analyses using a hydrograph-based approach to evaluate watershed runoff response and drainage system performance for the 10-, 25-, 100-, and 500-year design storm events under 24-hour and 72-hour durations.

• For fully developed watershed conditions, evaluate existing development patterns and assess the potential impacts of redevelopment.

• Evaluate the potential impacts of redevelopment within currently developed areas.

• Analyze and compare alternative flood and stormwater management scenarios at a scale sufficient to identify localized flooding constraints and system deficiencies.

• Quantify and document changes in runoff volume, peak discharge, flood elevations, and floodplain extents between existing and future development conditions.

• Develop preliminary floodplain mapping products, including estimated BFEs and adjustments to mapped

SFHAs, as appropriate.

• Provide recommendations for managing runoff and mitigating flood risks associated with the evaluated storm events.

• 7.2: Watershed Management Strategy and Action Plan

Based on the modeling and analysis, the Consultant shall prepare a Watershed Management Strategy and Action Plan as part of the Watershed Master Plan. The Consultant shall:

• Prepare for community adoption, a Watershed Master Plan that evaluates the impact of fully developed land use on the drainage system during multiple storm events, including the 100-year storm, for each identified watershed in the community Joint Planning Area Boundary. The plan must include hydrologic and hydraulic modeling of the drainage system.

• Prepare for community adoption, a Watershed Master Plan to address all flooding issues identified for at least the 10-year storm in addition to the 25-year event.

• Measures to control the timing and magnitude of peak flows to prevent or minimize flooding impacts under existing, future, and fully developed conditions.

• Flood mitigation strategies and conceptual improvement alternatives for the 10-, 25-, 100-, and 500- year storm events on fully developed watershed conditions.

• Strategies to address the impacts of climate change, particularly the increase in future rainfall intensity and duration.

• Policy recommendations and regulatory considerations to ensure that flood hazards associated with the 10-, 25-, and 100-, and 500- year storm events are not increased by future development or redevelopment; and

• Identification of priority projects and implementation considerations.
