About this file

This document is a proposal for School Psychology Services submitted by Brian T. Glenn, a licensed School Psychologist, to the Ohio Central School System for psychological evaluation services within correctional institutions across Ohio. The proposal appears to be a direct service offering to support special education evaluations for students in correctional educational settings.

The proposed contract includes conducting approximately 180 psychological evaluations annually at $400 per evaluation, totaling $72,000, with additional services such as Minnesota Multiphasic Personality Inventory (MMPI) administrations at $250 each, IEP meeting attendance at $50 per meeting, and staff training at $200 per hour. The service model involves a hybrid approach of in-person and virtual assessments, with evaluations divided into quarterly groups to manage workflow. The scope is designed to serve approximately 210 students per year, with all evaluations to be completed independently by a licensed School Psychologist, including test administration, interpretation, and comprehensive Evaluation Team Report (ETR) completion.

Proposal for School Psychology Services – Ohio Central School System I am pleased to submit this proposal to provide psychological evaluation services for students identified for special education support within the Ohio Central School System. These services will be delivered across various correctional institutions throughout the state and are estimated to serve approximately 210 students annually.

The scope of work includes conducting an estimated 180 psychological evaluations per year at a rate of $400 each, totaling $72,000.00. Additional services may include the Minnesota Multiphasic Personality Inventory (MMPI), estimated at 25 administrations per year at $250 each (totaling $6,250.00), attendance at IEP meetings at $50 per meeting, and providing one-hour staff trainings at $200 each.

All evaluations will be conducted by a licensed School Psychologist and include test administration, interpretation, and the completion of the Evaluation Team Report (ETR) in its entirety. Although previous discussions included the support of an assistant to aid in scoring and documentation, this resource was ultimately not available. Therefore, the increased per-evaluation rate accounts for the additional responsibility of completing the full ETR independently.

To maximize efficiency and flexibility, I propose a hybrid evaluation model: in-person assessments during designated weeks to allow for direct observation and relationship-building, and virtual assessments during alternate weeks using secure video conferencing and digital tools. Evaluations will be divided into quarterly groups to manage workflow and ensure timely completion.

Establishing strong relationships with special education contacts at each facility will be prioritized to streamline scheduling, information sharing, and follow-through from evaluation to intervention planning. I remain committed to providing consistent, high-quality services to meet the diverse needs of youth in Ohio’s correctional education system. Thank you for the opportunity.
