About this file

This is a Proposal and Schedule of Prices document and Affidavit from the State of Iowa's Division of Soil and Water Conservation for the Har892022C Nutrient Reduction Wetland Project located in Section 22, Township 89 North, Range 20 West in Hardin County, Iowa. Bids are due by 3:00 PM on August 26, 2026, with bid opening occurring at the same time via Microsoft Teams. The project encompasses nutrient reduction wetland construction with multiple completion milestones: all work except seeding must be completed by June 15, 2027; buffer seeding and structure seeding are due by June 30, 2027 and September 15, 2027, respectively. Seeding activities must occur within their designated seeding periods. Bidders must submit a Proposal Guarantee equal to 10% of the base bid and execute a Performance Bond of no less than 100% of the contract award within 14 days of receiving the Notice-of-Award.

Liquidated damages are assessed at $175.00 per day for delays in completing all work except seeding and $125.00 per day for seeding delays, reflecting the Division's reasonable approximation of probable losses from project delays. Contractors must commence work after the Preconstruction Conference and by the Division-approved Construction Start Date identified in the Construction Progress Schedule. The affidavit portion of this document requires notarization and obligates the bidder's authorized representative to certify examination of all contract documents, accurate preparation of the proposal, and confirmation that no collusion, fraud, or restraint of competitive bidding has occurred. Failure to submit a notarized affidavit will result in bid rejection.
