This is a Request for Proposal (RFP) #25-017-RFP issued by the Kenton County Airport Board (KCAB) for Property and Casualty Insurance Agent Services at the Cincinnati/Northern Kentucky International Airport (CVG). The RFP solicits proposals from insurance agencies to provide comprehensive consultation services for property and casualty insurance and risk management programs, including marketing and placement of all insurance policies and bonds. The proposal deadline is April 17, 2025, at 2:00 pm Eastern Time, with anticipated contract implementation on July 1, 2025, and contract commencement on October 1, 2025. KCAB intends to hold a fee-based contract that prohibits commission receipt to ensure the agent has no financial stake in insurer selection.
The airport's current insurance program includes a property statement of value exceeding $1.5B for assets like parking garages, terminal, rental car facility, concourses, and runways, with approximately 207 autos insured. Property and casualty policy premiums for the 2024 fiscal year were approximately $1,910,711. The RFP emphasizes the need for an agent with at least 10 years of experience serving medium to large hub commercial service airports, with specific practice leaders for aviation, cyber, pollution, and construction insurance. The evaluation criteria will assess annual fees (20%), approach to service (30%), assigned team qualifications (25%), and relevant experience (25%). KCAB is preparing for significant development projects, including a $1 billion capital program involving terminal modernization, a new baggage handling system, and airfield improvements.

The Kenton County Airport Board (“KCAB”) is soliciting proposals relating to Property and Casualty
Insurance Agent Services at the Cincinnati/Northern Kentucky International Airport (“CVG”).
https://nam12.safelinks.protection.outlook.com/?url=https%3A%2F%2Fprocurement.opengov.com%2Fportal%2Fcvgairport&data=05%7C02%7Cjblack%40cvgairport.com%7Cf84ac5a4487c4d5c300f08dd4d033da4%7Ce88b51b645364ffaa129350653cdad28%7C0%7C0%7C638751398494151237%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=45GwOfu5%2Brm2HwkEMQ9LACJqPCfH7bAlM1%2FqYlR%2FYGs%3D&reserved=0
The successful proposer (“Agent”) must provide comprehensive consultation services for the Kenton
County Airport Board’s (KCAB) property and casualty insurance and risk management programs, including the marketing and placement of all property and casualty insurance policies and bonds.
KCAB desires to hold a fee-based contract with the Agent which prohibits receipt of commissions to ensure that the Agent has no financial stake in the selection of an insurer.
KCAB’s current Agent was awarded a contract resulting from an RFP issued in 2019. KCAB has elected to issue an RFP for continuing services beyond the current term ending September 30th, 2025. The current Agent receives an annual fee in consideration for their services.
KCAB intends to invite selected proposers for an oral presentation and interview as outlined in the
Schedule of Events following the initial evaluation of proposals.
Proposers are directed not to approach any market on behalf of KCAB in connection with this RFP process.
Background - P&C Insurance Program
Refer to Attachment D for a current listing of maintained property and casualty insurance policies and bonds. Highlights of the insurance program include:
• Property statement of value in excess of $1.5B for assets including three parking garages, one terminal, a consolidated rent-a-car facility (ConRAC), two mid-field concourses, and four runways.
• An NCCI workers’ compensation experience rating modification of 0.75 (effective 07/01/2024).
• Approximately 207 autos (and 36 trailers) insured under the automobile policy, excluding vehicles and shuttles insured by the parking management contractor.
A comprehensive onsite property appraisal was last performed in 2023, and four subsequent annual updates are under contract. In 2022, KCAB completed a business interruption analysis engagement in connection with property insurance placement.
KCAB will provide builder’s risk coverage for the forthcoming Baggage Handling System project upon accepted delivery of equipment, with anticipated inception in Q3 2025. In consultation with underwriting, it is the intent that associated values will be endorsed under the existing property policy at a prorated proportionate value at each delivery tranche (up to five are expected).
KCAB will provide builder’s risk coverage for the Elevate CVG Terminal Modernization project for the duration of the work. In consultation with underwriting, it is the intent that associated values will be endorsed under the existing property policy. The project is preliminarily expected to have an estimated cost of work of $255,000,000, and inception of the builder’s risk policy/endorsement is anticipated in 2025.
KCAB will not provide policy limits, policy deductibles, loss runs or estimated payroll as part of the initial RFP process but may review with selected proposer(s). Property and casualty policy premiums for the 2024 fiscal year end period, inclusive of additional premium for prior year policy audits, were approximately $1,910,711.
Background - Risk Management Related Activities
KCAB was awarded designation and certification protections under the SAFETY Act by the U.S.
Department of Homeland Security in 2010 for its Airport Security Management Plan and has maintained these protections through renewal cycles to the present. The current awards will expire in
2026.
KCAB has completed work towards an Enterprise Risk Management (ERM) program aligned with the
International Organization of Standardization (ISO) 31000:2018, Risk Management Principles and
Guidelines (ISO 31000). An ERM policy, framework and draft risk register are finalized. Further information is included within CVG’s 2023 ESG Report located at https://www.cvgairport.com/business/sustainability/
KCAB has developed Business Continuity Plans (“BCPs”) for departments and airport operations/functions. In 2024, a consultant has been engaged to review and update the existing
BCPs and to assist with the development of additional BCPs.
Under 14 CFR §139 Subpart E, U.S. commercial airports will be required to adopt an Airport Safety
Management System (“SMS”). KCAB has appointed an SMS manager, developed a draft SMS manual, and submitted and received approval (June 2024) of its SMS Implementation Plan.
KCAB entered into an Airport Use and Lease Agreement (AULA) with its signatory carriers effective
January 1, 2023, which established an industry‐standard AULA that includes airport use and facility lease provisions in a single agreement. The 2023 ULA was negotiated in detail with the signatory carriers and provides a rate making methodology that balances the need for the Board to meet its financial obligations and retain adequate reserves and discretionary cash balances while continuing to provide a competitive cost structure to facilitate air service growth. Further, the 2023 AULA establishes by formula a landing fee rate, a terminal rental rate, a terminal ramp area rate, a loading bridge rate, joint use fees for the use of the Baggage Handling System (BHS) and the security checkpoint and sharing of net remaining revenues in the terminal cost center.
Background - Kenton County Airport Board
KCAB is the owner and operator of the Cincinnati/Northern Kentucky International Airport (CVG), located in unincorporated Boone County, Kentucky. KCAB was created pursuant to a resolution of the
Fiscal Court of Kenton County, Kentucky, adopted on June 3, 1943. Under the provisions of Chapter
183 of the Kentucky Revised Statutes and by the terms of such resolution, the Kenton County Airport
Board has been created and organized as a public body politic and corporate. KCAB has complete jurisdiction, control, possession and supervision of CVG. This includes the power and authority to establish reasonable rates, charges and fees for the use of its landing areas, ramps and other common aviation facilities. Through contracts or other permissible means, KCAB also negotiates general rates, charges and fees for commercial vendors, concessionaires or other organizations for the use and occupancy of its terminals and other facilities.
The operations of CVG are self-supporting and generate revenues from airport users to fund all operating expenses and debt service requirements. Capital projects are funded through the issuance of bonds, the collection of Passenger Facility Charges, the collection of Customer Facility Charges, the receipt of federal and state grants, and internally generated funds.

Background - Cincinnati/Northern Kentucky International Airport
CVG is categorized as a Medium Hub primary commercial service airport, ranking as the sixth largest cargo airport in North America as well as the largest passenger airport in Kentucky (and one of the largest serving Ohio and Indiana). KCAB sets the policies under which the airport operates to ensure that CVG is well-positioned for the future and remains an economic catalyst for the entire
Cincinnati/Northern Kentucky region. The KCAB team is responsible for implementing the policies of the Board, operating the day-to-day business of the airport and ensuring an environment that appreciates individuality and diversity of the more than 470 employees.
CVG offers non-stop passenger service to over 50 destinations in North America, Europe and the
Caribbean. Over the last several years, CVG has experienced considerable success. In 2023, the
CVG served more than 8.7 million passengers. CVG is the only dual-cargo hub airport in North
America, serving as the second-largest location in the world for DHL Express, its global superhub for the Americas, and the largest single site operation for Amazon, home to its primary hub for Amazon
Air. The airport is the largest station in Atlas Air’s global network and serves many other cargo-focused carriers. CVG is the fastest-growing cargo airport in North America and 12th largest in the world, based on cargo tonnage.
KCAB is committed to leading the airport to new heights as an essential part of the
Cincinnati/Northern Kentucky region’s overall growth and success. Prominent among the strategic plan’s goals are efforts to expand the airport’s economic development success beyond its own campus, leading the region to prosperity through increased aviation-related development due to its major role in global cargo and e-commerce, as well as the impact passenger air service has on regional tourism and population growth efforts.
CVG is an economic driver for the Cincinnati region. In 2022, CVG was shown to have a $9.3 billion annual economic impact (2023$), supporting more than 49,000 direct and indirect jobs within the
Cincinnati MSA. This represents a $6 billion increase in this figure since 2012, according to studies conducted by the University of Cincinnati Economics Center.
