PROLOGUE
NIFC CAMPUS PACS MODERNIZATION SERVICE
This service contract is to modernize the existing National Interagency Fire Center (NIFC) campus-wide Physical Access Control System (PACS) to full compliance with Federal Identity and Credential Access Management (FICAM) standards. The NIFC existing PACS serves sixteen (16) buildings and numerous access gates located across campus at 3833 S. Development Ave., Boise, ID utilizing a mixture of FICAM ready and non-FICAM compliant hardware. See specifications for specific information.
General information about the project is provided below.
1. Period of Service: The period of performance for the project is 150 calendar days. The anticipated period of performance is expected to begin in July 2022.
a. Work on each building shall begin when all materials and parts are onsite and confirmed by the Contracting Officer Representative (COR).
b. Project specifications provide further restrictions for access control outages.
2. Service Requirements: As outlined in the specifications and drawings, the modernization service to be provided shall result in the seamless function of the AMAG brand campus Physical Access Control System (PACS) to achieve full FICAM compliance, Assurance Level 2.
3. Building Occupancy: The buildings will be occupied during this project and temporary security efforts will be required from the government during building outages. Contractor shall work with COR to detail and schedule the timeline for each building’s security outage.
4. Hours of Work: The company will perform the limited site work during business hours of 8:00 AM to 4:30 PM, Monday through Friday with exceptions for holiday and early releases. The company requested work during holidays, evenings, nights and weekends will be considered by the government COR on a case-by-case basis.
5. NIFC Access: NIFC is a secure campus with a controlled security entrance. The following are requirements for entry on to the campus.
a. Prior to commencing work, the company shall provide a list to the Contracting Officer containing names for all contractor personnel who will work on the NIFC campus.
b. Personnel entry onto the NIFC campus will be accomplished by submitting an official US Government or State Government issued photo identification at the security gate. ID’s will be compared to the company’s personnel list.
c. All the company’s’ personnel shall always wear NIFC furnished visitor badges in a visible location while on campus and shall return the badge at the end of each day, or at the completion of the project.
d. Company personnel shall not enter the site more than 30 minutes prior to the start of scheduled workday and must leave the facility within 30 minutes of the scheduled workday completion.
e. Work being performed on buildings with direct access to airport ramp (140, 200, 205, 215, 410B, 410C) require government escort. Company shall coordinate scheduled workdays on these building with the COR for government escort a minimum of three days prior to scheduled work.
f. Work being performed in specific building rooms (300 Room B12 and B15) require government escort. Company shall coordinate scheduled workdays in these areas with the COR for government escort a minimum of three days prior to scheduled work.
6. COVID-19: Company personnel shall comply with government COVID-19 restrictions as outlined in Executive Order 14042 Ensuring Adequate COVID Safety Protocols for Federal Contractors FAR clause 52.223-99, when applicable. In the event EO 14042 does not apply, contractors shall always keep a signed attestation form on individuals that indicates their vaccination status. Those who are not fully vaccinated shall provide proof of a negative COVID-19 test result from the past 72 hours.
7. Pre-Bid Meeting: Refer to solicitation for date, time, & location of the pre-bid meeting. Attendees to the meeting must meet all COVID protocol requirements.
