About this file

This is a Project Manual and bidding package for a sidewalk maintenance and rehabilitation project in Houston, Texas, issued by the City of Houston through the TIRZ 25 (Hiram Clarke/Fort Bend Redevelopment Authority). The project encompasses the removal and replacement of concrete sidewalks, curb ramps, driveways, and curbs along West Fuqua Street from west of Bathurst Street to Almeda Road (FM 521) within the City of Houston right-of-way. Work scope includes tree trimming and protection, installation of imprinted sidewalk poetry, traffic control, and stormwater pollution prevention (SW3P) measures. Key line items comprise mobilization and bonding, tree and plant protection, sodding (2,550 square yards), removal of existing concrete sidewalks and driveways (2,651 square yards), installation of new concrete sidewalks (20,970 square feet at 4.5-inch thickness and 900 square feet at 6-inch thickness), wheelchair ramps (1,950 square feet), concrete driveways (10,200 square feet), retaining walls (105 linear feet), and miscellaneous utility adjustments including manhole frames, valve boxes, and traffic signal pull boxes. A non-mandatory pre-bid meeting is scheduled for 10:00 AM CDT on Tuesday, September 8, 2026, at Huitt-Zollars office with virtual meeting options available. Bids are due by 10:00 AM CDT on Monday, September 21, 2026, submitted to Huitt-Zollars, Inc. at 10350 Richmond Avenue, Suite 300, Houston, Texas 77042. The contract time for substantial completion is 120 days from commencement of work.

The project requires a Security Deposit equal to 10 percent of the Total Bid Price, submitted as either a certified check, cashier's check, or bid bond. The City will award the contract to a "Local Business" if the bid is within 5 percent of the lowest bid for contracts under $100,000 or within 3 percent for contracts over $100,000, unless award would unduly interfere with contract needs. MWSBE (Minority, Women, and Small Business Enterprise) participation goals apply, requiring bidders to demonstrate good faith efforts to meet specified percentages through subcontractor and supplier participation. Bidders must submit numerous compliance documents including ownership information forms, conflict of interest questionnaires, MWSBE participation plans, affidavits of non-interest, pay-or-play program acknowledgment forms, and certifications regarding debarment, foreign trade restrictions, and equal employment opportunity. The project is funded through the City of Houston and administered under the jurisdiction of TIRZ 25, with engineering design and project management provided by Huitt-Zollars, Inc. All bid documents are available electronically at civcastusa.com, and standard City of Houston specifications and details are available at no cost on the City's website. Bids must include all addenda issued prior to the bid date, and the City reserves the right to reject any or all bids or disqualify non-responsive submissions.
