About this file
This is a Scope of Work document for the City of Jurupa Valley, California, outlining professional services required for a Citywide Pavement Management Program (PMP) update. The City of Jurupa Valley, incorporated in 2011 and spanning approximately 44 square miles in western Riverside County, maintains over 300 miles of streets based on its 2020 PMP assessment. The selected consultant will be responsible for updating and refining the existing pavement management inventory, conducting condition assessments, and developing strategies to optimize the City's roadway maintenance and rehabilitation priorities. The project scope includes confirming the current extent of the City-maintained roadway network, analyzing pavement conditions across the municipal street system, and providing recommendations for cost-effective pavement management strategies. The consultant must deliver a comprehensive updated PMP that will serve as a planning tool for the City's infrastructure investment decisions and capital improvement programming.
The engagement requires the consultant to provide detailed technical analysis, data management, and strategic planning services related to pavement condition assessment and management. The consultant must utilize industry-standard pavement evaluation methodologies and deliver documentation suitable for municipal decision-making and grant funding applications. The project encompasses a geographically diverse service area that includes residential neighborhoods, rural and equestrian zones, commercial corridors, and industrial areas, with major transportation corridors including Interstate 15 and State Route 60 traversing the City. The updated PMP will inform the City's long-term infrastructure maintenance budgeting and help prioritize street rehabilitation projects across the approximately 44-square-mile jurisdiction serving a population of approximately 108,154 residents.
