About this file
This is a Request for Proposals (RFP) document issued by the City of Long Beach, California, acting through its Board of Harbor Commissioners (Port), for Professional Engineering Services for the Pier A West Coastal Resilience Improvements Project (DE-26-02). The project aims to develop comprehensive engineering services including preliminary design, environmental documentation, final design, and construction support for coastal resilience improvements at Pier A West. The scope encompasses site assessments, hydraulic modeling, structural analysis, and coordination with regulatory agencies to address sea-level rise and coastal hazards. The RFP requires interested firms to submit proposals by the established deadline, with specific requirements for project team qualifications, relevant experience with similar coastal projects, and demonstrated expertise in resilience engineering. Site visits and a pre-proposal conference were made available to prospective bidders to familiarize them with project conditions and requirements. The contract term includes design phases and construction administration support, with potential for contract extensions based on project needs and performance.
The RFP does not specify a fixed contract amount, with compensation structured on a time-and-materials or lump-sum basis depending on the phase of work and proposal terms. The project is funded through the Port's capital improvement budget and potential grant funding from state and federal coastal resilience programs. Selection will be based on technical qualifications, experience, proposed methodology, cost, and the firm's capacity to manage the project schedule. The Port may consider local hiring and small business participation as evaluation factors. No incumbent contractor is identified, indicating this is a new procurement. The project reflects the City's commitment to addressing climate change and coastal hazards through resilient infrastructure planning and design.
