2 PROJECT DESCRIPTION AND PURPOSE
2.1 ORGANIZATION
The County of Santa Barbara (“COUNTY”), acting as the Lead Agency for the Refugio Road Low Water Crossing Bridge Replacement Project (“PROJECT”), is soliciting proposals from qualified professional consulting firms (“CONSULTANT”) to provide comprehensive engineering, environmental, and technical services necessary to advance the PROJECT through environmental clearance, design approval, permitting, and construction readiness.
2.2 PURPOSE AND NEED
The purpose of this Request for Proposals (RFP) is to retain a qualified CONSULTANT to provide professional services required for the planning, environmental permitting, design, and delivery of the PROJECT. The selected CONSULTANT will provide the expertise, staffing, and resources necessary to prepare all required studies, analyses, reports, and design documents in accordance with applicable federal, state, and local requirements.
To support project delivery, the CONSULTANT must provide all necessary technical, environmental, and engineering services, including but not limited to environmental documentation and permitting support, surveying, geotechnical investigations and reports, hydraulic and hydrologic analyses, preparation of Type Selection Reports, roadway, bridge and structural design, and development of final Plans, Specifications, and Estimates (PS&E) and Right-of-Way acquisition. The CONSULTANT must also prepare all required engineering design and analyses, calculations, quantities, technical specifications, and supporting documentation necessary to support agency approvals, satisfy funding requirements, and deliver a fully developed, construction-ready project.
2.3 PROJECT BACKGROUND
Refugio Road is a north-south, two-lane rural roadway in Santa Barbara County. The roadway begins at its intersection with US Highway 101 and extends approximately 7 miles north to Camino Cielo Road within the Los Padres National Forest. Refugio Road serves as a vital access route for local residents, emergency services, and agricultural operations in the rural coastal region.
Along this segment, Refugio Road crosses Refugio Creek at four locations via existing at-grade low water crossings (LWCs), located at mileposts 3.0, 3.1, 3.2, and 3.3. These crossings consist of pipe culverts with concrete aprons and are prone to frequent flooding and overtopping during storm events. As a result, storm events often lead to road closures and limited access for emergency responders and maintenance crews.
County Project No. 862363 24 June 2026 RFP – Page 7 of 67
2.4 PROPOSED PROJECT IMPROVEMENTS
The County anticipates replacing the low water crossings with engineered single-span pre-cast bridge structures or pre-cast arch culverts. These improvements will address existing hydraulic limitations, meet 100-year storm (Q100) design standards, and provide long-term infrastructure benefits while accommodating site-specific conditions such as limited right-of-way, steep terrain, and proximity to adjacent private properties, including a guest ranch and associated facilities.
The proposed structures are anticipated to range from approximately 36 to 70 feet in length, depending on site-specific conditions and the selected crossing alternative. Project development must consider hydraulic performance, environmental requirements, roadway geometrics, right-of-way constraints, utility impacts, constructability, and maintenance of traffic to support the evaluation and selection of the preferred alternative.
The table below provides a summary of the existing conditions, site constraints, and key design considerations associated with each crossing location.
