About this file
The State University of New York (SUNY) System Administration has issued a procurement opportunity (T004258) for an Inclusive Postsecondary Education (IPSE) Consultant to conduct a comprehensive landscape assessment of IPSE programming across SUNY schools. The contract is for one year with an option for a three-month no-cost extension, and proposals are due by May 8, 2025. The selected consultant will identify service gaps, opportunities for scaling IPSE programs, and create surveys and focus groups to gather stakeholder insights. The project aims to develop recommendations for implementing IPSE programs that provide full inclusion for students with intellectual and developmental disabilities (IDD), with the expectation that developed programs will seek Comprehensive Transition and Postsecondary (CTP) Program designation from the U.S. Department of Education.
The procurement has a not-to-exceed budget of $74,999 and requires specific proposal components, including a detailed work plan, survey examples, data analysis presentation materials, and documentation of the bidder's prior IPSE program experience. The opportunity includes Minority and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business Enterprise (SDVOB) participation requirements, with goals of 37.04% for MWBE and 6% for SDVOB. Bidders must submit detailed utilization plans and may request waivers if unable to meet these participation rates. SUNY will make no reimbursement for travel expenses, and the university reserves the right to make no award. Interested parties must direct all communications exclusively to the designated contacts, Joseph Portelli and Jordan Lohre.

SUNY seeks a consultant that draws on extensive experience in IPSE research, program development, and understands SUNY’s mission to provide to the people of New York educational services of the highest quality, with the broadest possible access, fully representative of all segments of the population in a complete range of academic, professional, and vocational postsecondary programs.
