STATEMENT OF REQUIREMENTS

TITLE: Procurement of a portable probe-based Raman spectrometer to couple with existing potentiostat for time-resolved spectroelectrochemical measurements

I. SPECIFICATIONS

The Contractor shall provide one (1) portable probe-based Raman spectrometer instrument that meets or exceeds the following requirements:

System Requirements:

• The spectrometer must have a footprint no greater than 18” x 18” x 12”

• The spectrometer must include a built-in computer and touch screen to enable operation and data collection without a secondary computer system

• The spectrometer must allow for automated, programmable time series measurements to enable optical and electrochemical experiment synchronization

• The spectrometer must be capable of being used as a stand-alone Raman benchtop instrument

• The spectrometer must have a 785-nm laser with fully adjustable laser power of 0 mW to 450 mW

• The spectrometer must have a spectral range of up to at least 2300 cm-1

• The spectrometer must have a Raman fiber probe with a focal depth of 6 mm

• The spectrometer must be equipped with a fiber optic probe that is at least 1.5 meters in length

• The spectrometer must be able to operate with an internal battery / power source if needed

Compatibility with Existing Instrumentation:

• The spectrometer must be able to be coupled with a PalmSens4 potentiostat to enable spectroelectrochemical measurements

• The spectrometer must be capable of triggering a PalmSens4 potentiostat to enable time-resolved measurements

Manual:

• The contractor shall provide one (1) operations and maintenance manual or electronic copy stating the manufacturer’s operating standards, and directions on system operation, maintenance, and troubleshooting

Software:

• The spectrometer must be able to export data in the following formats:

o .spc (binary GRAMS) – raw data export o .csv – spectral data, comma-separated o .txt – spectral data, tab-separated o .png – spectral plots only o .pdf – measurement reports

• The spectrometer must be capable of automatically exporting reports after a measurement and allow the report to be written onto an external storage device in addition to the internal data memory

• The spectrometer must be capable of batch export to help streamline data export

• The spectrometer software shall have the following library options:

o Factory library o User-built library o Third-party library options

Hardware:

• The spectrometer shall be compatible with Windows-based computers and laptops but not require a separate computer to function

• The spectrometer shall come with an internal storage of at least 8 GB

Warranty:

The Contractor shall provide, at a minimum, a three-year warranty for the Raman spectrometer. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon successful Government acceptance.

Installation:

The Contractor shall install the instrument at the National Institute of Standards and Technology, 100 Bureau

Drive, Gaithersburg, MD 20899, Building 217, Room C103. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument shall operate to manufacturer’s specifications upon installation. Installation shall take place during normal business hours, between 7:30 am and 3:00 pm Eastern

Time, Monday through Friday except Federal Holidays, and shall be coordinated with the NIST Contracting

Officer Representative (COR). Installation is to occur within 10 days after receipt of instrument.

Training:

The Contractor shall provide training at the National Institute of Standards and Technology, 100 Bureau Drive, Gaithersburg, MD 20899, Building 217, Room C103, for up to two (2) NIST personnel. Training shall include normal operation, troubleshooting, and routine maintenance. Training shall be provided during normal business hours, between 8:30am and 5:00pm Eastern Time, Monday through Friday, except Federal Holidays, and shall be coordinated with the NIST Contracting Officer Representative (COR) to ensure maximum availability of

NIST personnel. Training shall occur within 10 days of installation. The training may be completed on-site at

NIST immediately after installation and demonstration of specifications.

II. DELIVERY

Delivery shall occur 90 days ARO to the following address:

National Institute of Standards and Technology

100 Bureau Dr.

Building 217, Room C103

Gaithersburg, Maryland 20899

III. DELIVERABLES

The following items, and quantities, shall be delivered. The portable probe-based Raman spectrometer shall be shipped directly to NIST at the address provided above. The operations and maintenance manual shall be delivered along with the system or be delivered electronically prior to delivery of the system.

Installation, and training shall be accomplished at the NIST campus in Gaithersburg, Maryland. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays. Work will be coordinated with the NIST Contracting Officer Representative (COR).
