About this file
This document is a State Procurement Office (SPO) Form 101 - Competition Impracticable (CI) Procurement Authorization form for the Arizona Department of Education (ADE), specifically for the Effective Teachers & Leaders unit. The form is a modification to an existing procurement and was submitted by Kelly McQuaid, AD Sup. Title II - Effective Teachers & Leaders, with contact information at kelly.mcquaid@azed.gov and phone number 602-542-9411.
The procurement is for a Principal's Leadership Academy Coach, with multiple contract IDs (CTR067683, CTR067684, CTR067728, CTR067732, CTR067787, CTR067788, CTR072950, CTR072951, CTR072952, CTR072953, CTR072954, CTR073152). The rationale for the competition impracticable designation is a documented lack of suppliers. An RFP (BPM005646) was conducted with only two qualified suppliers (coaches) awarded. The original CI was approved through 9/18/2028, but this modification adjusts the approved expiration date to 2/28/2026. ADE will need to issue a new solicitation or find an existing contract to meet their needs for hiring mentors for the Principal's Leadership Academy. The total estimated approval is up to $500,000, with the procurement authority requesting the modification be authorized with conditions.

Text11: The Effective Teachers & Leaders unit is seeking retired principals who will coach current principals who are enrolled in the Arizona Department of Education's Principals' Leadership Academy. ADE has a total of twelve (12) contracted coaches. As the program anticipates the services will be utilized more, they are in need additional contractors. These coaches will participate in training sessions alongside their mentee, facilitate monthly two-hour coaching sessions, and collaborate with fellow coaches and ADE staff during monthly one-hour virtual meetings.
Previous spend totaled $273,800.00. In this CI modification, the additional supplier(s) anticipated annual spend is $250,000, for a total of $750,000 for the next three (3) years. Therefore the total allowable spend will be $1,023,800.00 through September 18, 2028. As the program has an ongoing need, it is in the best interest of the State to approve this Competition Impracticable (CI) modification to ensure the ADE continue acquiring services without interruption.
Text12: RFP BPM005646 was conducted and only two (2) qualified suppliers (coaches) were awarded, ten (10) were awarded via the original approved CI Determination dated 09/19/2023.
ADE Procurement will work with the program to perform a supplier add solicitation to ensure contracts are competitively awarded. The allowable expenditure is fair and reasonable, as suppliers will be paid the same rate as those awarded through the solicitation.
| Text15: Original CI was approved through 9/18/2028. This CI Modification is approved with conditions that the approved expiration date for the contracts awarded through CI is now 2/28/2026. ADE will need to issue a new solicitation or find an existing contract which would meet their needs for hiring mentors for the Principals' Leadership Academy. The total estimated approval is up to $500,000. | |
