About this file

This is a Pricing Proposal form for Pierce County, Washington's Biosolids Beneficial Use contract, which seeks to establish an agreement with a qualified contractor to manage the acceptance and processing of biosolids byproducts generated by the County's wastewater treatment plants. The contractor will be responsible for receiving, handling, and processing biosolids in compliance with all applicable federal, state, and local environmental regulations. The scope of work includes ensuring reliable capacity for biosolids intake, implementing environmentally responsible processing methods, and maintaining appropriate reporting and documentation. The estimated annual quantity for this service is 5,000 wet tons, with pricing to be submitted on a per-wet-ton basis.

Bidders must submit pricing that includes all costs associated with the delivery and processing of the biosolids product, with all prices to include freight FOB to the destination delivery point. The County will reject any requests for additional compensation for freight charges. The unit price submitted by the successful bidder will serve as the basis for payment according to actual quantities processed, as the 5,000 wet tons figure is an annual estimate only. The County reserves the right to increase or decrease the amount of bid items following award. Contractors must demonstrate experience in biosolid management, regulatory compliance, and operational capabilities to support the County's ongoing wastewater treatment operations.
