Proposer’s ability to complete the Scope of Work.

3. Describe the firm’s experience in performing work of a similar nature to that solicited in this RFP and highlight the participation in such work by the key personnel proposed for assignment to this

Scope of Work.

4. Identify subcontractors by company name, address, contact person, telephone number, and project function. Describe Proposer’s experience working with each subcontractor.

Proposed Staffing and Project Organization - This section of the proposal should establish the method that will be used by the Proposer to manage the Scope of Work as well as identify key personnel assigned. Proposer shall:

1. Provide education, experience, and applicable professional credentials of Proposer’s staff assigned to provide the services requested in this RFP.

2. Furnish brief resumes (not more than two [2] pages each) for the proposed Project Manager and other key personnel.

3. Indicate adequacy of labor resources utilizing a table, projecting the labor-hour allocation to the

Reference Checks - Proposers shall provide five (5) references for services similar in scope and complexity within the last ten (10) years to those described in this RFP. References must include the name, title, organization, address, email and telephone number of a contact person knowledgeable about the services performed. OC San will conduct reference checks for one or more of the highest-ranked Proposers, as determined by the evaluation process. Reference checks will be evaluated on a pass/fail basis and will not be numerically scored. The purpose of reference checks is to validate the Proposer's experience, qualifications, and ability to successfully perform the required services.

A Proposer may be deemed non-responsive or not responsible, and therefore ineligible for award, if OC San determines, based on reference checks, that:

o The references do not substantiate the Proposer's described experience or qualifications o The references do not confirm satisfactory performance on similar projects o The references raise material concerns regarding the Proposer's ability to perform the required services o OC San is unable to contact the provided references after reasonable efforts

OC San will make reasonable, good-faith efforts to contact references and will apply this process consistently among Proposers being evaluated.

8. EVALUATION PROCEDURES

An Evaluation Committee comprised of OC San staff, in accordance with the criteria listed in Evaluation

Criteria, will evaluate all proposals received as specified. The evaluators in applying the major criteria to the proposals may consider additional sub-criteria beyond those listed. During the evaluation period, Additional questions may be asked of Proposers, site visits may be requested, and interviews may be conducted.

Proposers will be notified of any additional required information, follow-up or interviews after the written proposals have been evaluated.

The Evaluation Committee may provide Proposers with an opportunity to provide a “Best and Final Offer”

(BAFO). The BAFO process represents an optional step in the evaluation process. BAFO may be useful when no single Proposal addresses all the specifications, when the costs submitted by all Proposers are too high, when two or more Proposers are virtually tied after the evaluation process, when all Proposers submitted responses that are unclear or deficient in one or more areas, or when there are two equally attractive proposals that are difficult to differentiate.

The final selection of a Contractor to perform the services requested herein shall be the firm, which in OC

San’s opinion, is the most responsive and responsible, meets OC San’s requirements in providing this service and is in OC San’s best interest. Best interest is determined by scoring of proposals and the top scoring proposal will be recommended for award. OC San maintains the sole and exclusive right to evaluate the merits of the proposals received.
