PRE-SOLICITATION NOTICE

Wrangell Compound HVAC Replacement Phase I Wrangell Ranger District, Tongass National Forest

This is a pre-solicitation notice prepared in accordance with FAR 5.201 for the Wrangell Compound HVAC Replacement Phase I project on the Tongass National Forest, Wrangell Ranger District. The solicitation number for this requirement is 1240BJ21R0003. The Government intends to award a single firm fixed price contract for this acquisition.

Background: The Wrangell Ranger District Administrative Site (aka the Wrangell Compound) includes a 9,400 SF two story office, 4,200 SF single story warehouse, 3,025 SF single story bunkhouse, and 3,360 SF single story garage. All buildings are wood-framed. The buildings were constructed in the mid 1980’s, and the heating and electrical systems were installed in 1986. All three heating systems (the garage does not have a heating system) and much of the electrical service equipment is at the end of its operational life. The bunkhouse heating system is in the poorest condition of the three systems and must be addressed soonest. In addition, the bunkhouse lacks redundant heating sources (if the boiler goes down, there is no heat source) and lacks a cooling system.

Objectives: Replace the bunkhouse’s oil-fired boiler and hydronic heating system with electric heat pumps and electric radiant heaters. Replace the electrical panelboards and load centers in all four buildings.

Base item work includes:

· Demolition and removal of existing oil-fired boiler, chimney, expansion tank, pumps, piping, heating units, valves, controls, fuel oil tank, fuel oil piping, supports, containments, and electrical service panelboard and branch circuiting

· Patching and repair of walls, ceiling, floors, and roof where existing heating system is removed

· Provision of multi-zone heat pump system consisting of outdoor unit, foundation for outdoor unit, indoor units, refrigerant piping, condensate piping, controls, and chases for refrigerant piping

· Provision of electric radiant heaters and controls

· Provision of new electrical service including meter center, meters, circuit breakers, panelboard, panelboard feeders, surge protective device for panelboard, branch circuiting to new heat pump and radiant heaters, disconnects, and service light and outlet

Option item work includes electrical panelboard and load center replacements in the bunkhouse, office, warehouse, and garage.

Location and Access: Project is located at the Wrangell Ranger District Administrative Site at 525 Bennett Street in Wrangell, AK, approximately 80 miles northwest of Ketchikan. Wrangell is a remote community in Southeast Alaska, and is not connected to the mainland road system. It is accessible via commercial airline, Alaska Marine Highway System ferry service, and barge line. As of March 2021: commercial jet service occurs twice per day, one northbound and one southbound flight; ferry service occurs twice per week, one northbound and one southbound vessel.

Anticipated period of performance: 10/1/2021 through 3/31/22.

Magnitude of Construction is estimated between $250,000 and $500,000.

Evaluation and award:

This requirement will be a Small Business set aside, with possibility for further concern exclusivity based upon completion of pre-solicitation market research activities. The solicitation and resulting contract will include the clause 52.219-14 Limitations on Subcontracting. This clause requires (in part) that "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for - (3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees." This means that the Prime Contractor must be able to perform at least 15 percent of the cost of contract performance incurred for personnel with their own employees.

The NAICS code for this requirement is 238220. The size standard to be considered a small business is $16.5 million dollars. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm.
