Pre-solicitation Notice

The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) has a requirement for roadway stabilization installation at the USDA ARS Germplasm Repository 928 Stainback Highway Hilo Hawaii 96720.

Construction under the contract will be the stabilization of a road approximately 1800 feet long and 12 feet wide. On an existing dirt roadway, used appropriately sized basecourse aggregate for proper drainage and road stabilization for light duty vehicles and agricultural equipment.

Roadway should be at last 4 inches thick.

The solicitation will be issued on or about June 23, 2023 with a site visit offered. Quotes are expected to be due approximately 21 days afterward. The contract shall be completed 90 days after notice to proceed is issued.

The magnitude of construction is between $25,000.00 and $100,000.00.

This is anticipated to be a total small business set-aside.

The solicitation will be posted under Contract Opportunities on SAM.gov. All contractors MUST be registered and active in the System for Award Management (SAM.gov) in order to receive a contract award. In addition, all contractors must be small businesses that meet the Small Business Administration (SBA) size standard of $45.0M under NAICS code 237310 Highway, Street and Bridge Construction.
