About this file

This document is a Notice to Prospective Prime/General Contractors from the Pomona Unified School District (PUSD) regarding prequalification requirements for district construction projects. The notice, pursuant to California Public Contract Code section 20111.6, mandates that prime contractors and specialty trade contractors (holding specific license types C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C-46) must be prequalified for public projects with projected expenditures of $1,000,000 or more, particularly those funded through the Leroy F. Greene School Facilities Act of 1998 or future state school bonds.

Prequalification will be determined through PQBids' online application system, with contractors who successfully prequalify being eligible to bid on district projects within one year of approval, subject to their approval threshold rating. The district has not finalized specific project bidding dates but encourages contractors to submit prequalification applications as soon as possible. Prequalification applications are confidential, though contractor names are public records. The notice provides two websites for accessing prequalification applications and information: https://pqbids.com/pomona-unified-school-district/ and https://proudtobe.pusd.org/apps/pages/PreQualifiedContractors. Inquiries can be directed to Ed Govea, Director of Purchasing and Warehouse, and the notice will be published in the Inland Valley Daily Bulletin, BidNet Direct, McGraw-Hill Construction Dodge, and BidAmerica on October 9, 2025 and October 16, 2025.

POMONA UNIFIED SCHOOL DISTRICT

NOTICE TO PROSPECTIVE PRIME/GENERAL CONTRACTORS, MECHANICAL,

ELECTRICAL, OR PLUMBING CONTRACTORS, AND CERTAIN SPECIALTY TRADES TO

PREQUALIFY FOR DISTRICT PROJECTS REQUIRING

PREQUALIFICATION

Pursuant to California Public Contract Code section 20111.6, all prime contractors and all electrical, mechanical or plumbing contractors holding C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C-46 licenses submitting bids on projects using funds received pursuant to the Leroy F. Greene School Facilities Act of 1998 or any funds received, including funds reimbursed, from any future state school bond for a public project that involves a projected expenditure of one million dollars ($1,000,000) or more must be prequalified.

The District has determined tentative dates for the bidding of various projects that will require prequalification, however, dates are not currently finalized. Contractors and subcontractors are encouraged to submit a prequalification application as soon as possible, so they may receive prequalification status well in advance of any deadlines.

As specific District projects are advertised, the District’s Notice Calling for Bids will include any prequalification requirements inclusive of any additional specialty trades, prequalification application submittal deadlines, and any other information as required. Prequalification of prospective bidders and subcontractors will be determined by PQBids’ online application system. Contractors who successfully prequalify to bid on District projects, will be considered qualified to bid on a project within one year of the District’s prequalification approval, not to exceed the contractor’s approval threshold rating and any other requirements set forth by the District. Prequalification requirements per project vary based on the District’s estimated value of the work, not the contractor’s actual bid amount.

Prequalification applications are currently available online with PQBids at:

https://pqbids.com/pomona-unified-school-district/ and then click on “Click here to sign-up online as an AB 2031 contractor”

A general master prequalified contractor list and information related to District projects, solicitations, and applicable links are also available on the District’s website at:

https://proudtobe.pusd.org/apps/pages/PreQualifiedContractors

Prequalification applications submitted by contractors are not public records and are not open to public inspection. All information provided will be kept confidential to the extent permitted by law. The contents may, however, be disclosed to third parties for purpose of verification, or investigation of substantial allegations, or in the appeal process. State law requires that the names of contractors applying for prequalification status shall be public records subject to disclosure.

A contractor may be denied prequalification status for either omission of requested information or falsification of information. Once prequalified, a contractor may submit a bid regarding any District project whose prequalification application deadline has not closed. In connection therewith District may, in its reasonable discretion, require a contractor to provide additional information based on case-by-case review of any specific project for which contractor may submit a bid.
