About this file
This is a U.S. Preference declaration form for a Louisiana Department of Transportation and Development (DOTD) procurement of a Hexacopter. The form requires bidders claiming eligibility for a five percent U.S. preference discount to complete and submit the document prior to bid opening. Bidders must certify that products are manufactured in the United States, specify which line items qualify for preference, identify the U.S. manufacturing or assembly locations, and provide an authorized signature from company leadership. The preference applies only to products meeting the statutory definition of U.S. manufacturing, which encompasses production, final assembly, processing, packaging, testing, and any other value-added processes occurring within U.S. jurisdiction.
Under Louisiana Revised Statute 39:1604.7, vendors offering U.S.-manufactured products that are equal in quality to competing products may claim preference provided the cost does not exceed non-U.S. alternatives by more than five percent. In cases where multiple bidders offer U.S.-manufactured products within the five percent threshold, the lowest bidder on such items is entitled to the lowest bid price. The vendor must certify compliance with U.S. manufacturing requirements and agree to match the lowest bid price if selected. Failure to submit this completed form prior to bid opening results in forfeiture of any preference consideration.
