About this file
This is a U.S. Preference certification document for the State of Louisiana Department of Transportation and Development (DOTD) related to the procurement of sheet aluminum, flat products (S45). The document establishes the framework for bidders to claim a five percent (5%) preference for products manufactured in the United States, provided specific conditions are met. Bidders must complete and submit the preference documentation prior to bid opening to be considered for the preference benefit. The preference applies to products where manufacturing, final assembly, processing, packaging, testing, and any value-added processes occur within the United States.
To qualify for the U.S. preference, bidders must certify that their products are manufactured in the United States and meet three key conditions: the cost of U.S.-manufactured items does not exceed non-U.S. alternatives by more than five percent, the vendor agrees to match the lowest bid price offered, and in cases where multiple bidders offer U.S.-manufactured items within the five percent threshold, the lowest bidder receives the award at their quoted price. Bidders claiming the preference must specify which line items are subject to the claim, identify the U.S. locations where products are produced or assembled, and provide a signed certification attesting to domestic manufacturing. Failure to submit the preference claim prior to bid opening or submission on alternative documentation will result in the claim being disregarded.
