About this file
This document is a U.S. Preference form related to procurement regulations under R.S. 39:1604.7, designed to provide vendors an opportunity to claim preference for products manufactured in the United States. The form allows bidders to qualify for a five percent price preference if their products are manufactured entirely within the United States, with specific conditions including that the U.S.-manufactured items must be equal in quality to competing products, not exceed the lowest bid price by more than five percent, and the vendor must certify the manufacturing location.
The preference applies to procurement of materials, supplies, products, provisions, or equipment, with key requirements including: (1) the vendor must agree to sell items at the lowest bid price, (2) if multiple bidders offer U.S.-manufactured items within five percent of the lowest bid, the lowest bidder can accept that price, and (3) the vendor must specify the exact U.S. location where manufacturing occurs. Bidders must complete the entire form prior to bid opening, with no preference consideration given for submissions after the bid opening or on alternative documents.
