About this file

This document contains Bid Submission Instructions for the Louisiana Department of Transportation and Development (DOTD) Procurement Section, detailing the specific procedures for submitting bid documents. Bidders have two delivery options: hand/courier service to the physical location at 1201 Capitol Access Road in Baton Rouge, or U.S. Postal Service delivery to a designated P.O. Box. Bids must be received and time-stamped in the Procurement Section before the specified bid opening deadline, with the time set in Central Standard Time (CST). Both delivery methods require bidders to clearly mark the envelope with the complete address, RFx number, and bid opening date.

The instructions emphasize that bidders are solely responsible for ensuring timely delivery, and the DOTD Procurement Office will not be held accountable for any delays caused by the chosen delivery method. Postal Service deliveries face additional complexity, as bids are first received at the Baton Rouge Main Post Office, then routed through the Division of Administration before reaching the DOTD Procurement Section. Failure to meet the bid opening date and time will result in automatic bid rejection. The document provides specific addressing details for both hand/courier and postal delivery methods, with particular emphasis on including a floor and room number to ensure proper and timely delivery.
