About this file
This is a Louisiana Preference Form for the Louisiana Department of Transportation and Development (DOTD) Kleen Break Repair Parts procurement. The document establishes the framework for bidders to claim Louisiana preference on products produced, manufactured, or assembled within the state, provided specific conditions are met. To qualify for the ten percent price preference, bidders must demonstrate that their products are equal in quality to competing items, do not exceed the cost of out-of-state products by more than ten percent, and agree to match the lowest bid price offered. Additionally, vendors claiming Louisiana preference must confirm that a minimum of fifty percent of their workforce comprises Louisiana residents.
The form requires bidders to complete and submit it prior to bid opening to have their preference claim considered. Bidders must specify whether they are claiming the ten percent Louisiana preference, verify their workforce composition, identify which line items qualify for preference, and provide the Louisiana locations where products are produced, manufactured, or assembled. The document defines key terms including "assembled," "manufactured," "processed," and "produced" to establish what qualifies as Louisiana products. Preference claims submitted on alternative documents or after bid opening will not be considered.
