About this file

Summary: Preference Certification Statements

This is a Preference Certification Statements document for state and local contracting in Ohio, specifically applicable to the Opportunities for Ohioans with Disabilities (OOD) Toledo Office Electrical Work contract opportunity. The document outlines three primary preference categories that suppliers must complete to receive scoring preferences: Domestic Preference (Buy American), Ohio Preference (Buy Ohio), and Veterans Preference (Buy Veteran). Suppliers must determine eligibility based on whether the cost of products exceeds 50% of the total offered cost for both products and services. The certification requires suppliers to provide detailed information regarding the origin and manufacture of products, including country of origin for any items that do not qualify for domestic preference.

The Ohio Preference section establishes multiple pathways for suppliers to qualify, including products raised, grown, produced, mined, or manufactured in Ohio, or suppliers with significant economic presence within the state demonstrated through tax payment, Ohio Secretary of State registration, and employee thresholds of either ten or more employees or 75% or more employees based in Ohio. Border state suppliers from Kentucky, Michigan, West Virginia, Pennsylvania, and Indiana may also qualify through comparable criteria. The Veterans Preference component requires certification as a Veteran Friendly Business Enterprise by the Ohio Department of Development, Minority Business Development Division. The document explicitly states that suppliers intentionally submitting false or misleading information to obtain a preference will be immediately disqualified and subject to administrative or legal action including debarment.
