SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications.
1.1.1 Project Site Background
The Port of Boston is the largest port in New England and one of the principal ports on the east coast of the United States. Each year more than 16 million tons of cargo (2018) pass through this regional economic anchor.
Over 130 cruise ships visited the Port of Boston in 2019. Users of the harbor include commercial and private fishermen, law enforcement, lobstermen, commuters, sea planes, recreational boaters, swimmers, and many more. Vessel traffic may impact the work under these specifications. The Contractor's effective coordination of blasting and dredging operations with the users of the harbor is essential to the success of this contract.
1.1.2 Project Description
The work of this project is intended to complete the third and final phase of the Boston Harbor Improvement Project authorized by Congress, Section 7002 of the Water Resources Reform and Development Act of 2014, which included deepening and strategic widening, of the Boston Harbor Federal Navigation Project (FNP).
In 2018, the USACE New England District awarded Phase 2 of the Boston Harbor Improvement Project, "Improvement Dredging, Boston Harbor, Boston, Massachusetts" contract to begin the removal of oridinary and hard improvement material. The project features included: deepening and widening the Broad Sound North Channel to -51 feet MLLW, deepening and widening the Main Ship Channel (MSC) to the Conley Terminal, including the turning basin or "MSC Notch", to -47 feet MLLW, and deepening the President Roads Anchorage and the lower Reserved Channel to -47 feet MLLW. In areas where hard material was encountered, the Contract required the Contractor to dredge to a required depth of -53 feet MLLW in the Broad Sound North Channel, and -49 feet MLLW in the remaining areas.
The third phase of the improvement project, this contract, shall remove the remaining material in the FNP to achieve authorized project depth. The project features include: removal of material in the Main Ship Channel (MSC) to the Conley Terminal, including the turning basin or "MSC Notch", to -49 feet MLLW, removal of material in the Reserved Channel to -49 feet MLLW, and removal of material in the President Roads Anchorage to -49 feet MLLW. A CAD file with the -49 foot MLLW Contour Limits will be provided to the Contractor. The Contractor shall be required to remove all material within that limit to -49 feet MLLW. There is an allowable 2-foot overdepth within the -49 foot MLLW Contour Limit. The Government recognizes that the Contractor's means methods will likely require the Contractor to remove material outside of Government Pay Limit in order to achieve grade, SECTION 01 11 00 Page 3 however, the Government will not include any material removed outside of the Government Pay Limit in the payment volume. The Government Pay Limit is shown on the Contract drawings, sheet C-301, and further described in Section 35 20 23 DREDGING.
In addition to the improvement work, there is a high spot within the 40-foot Main Ship Channel (MSC). Similar to the other areas, a -42 foot MLLW Contour Limit will be provided, and the Contractor shall be required to remove material within that limit to -42 feet MLLW. There is an allowable 2-foot overdepth within the -42 foot MLLW Contour Limit.
Prior to the commencement of any underwater blasting, all pre-construction submittals shall be submitted and approved, all necessary permits and licenses shall be obtained and submitted, all vibration monitoring equipment shall be installed, and any other necessary documents, coordination or inspections that needs to take place prior to blasting shall be completed
In addition to the work described above, the Contractor shall install all vibration monitoring equipment and hydroacoustic and underwater pressure monitoring equipment prior to beginning any blasting work, other than submittals.
Once the material has been blasted, the Contractor shall use mechanical means to transport and place the material at the Massachusetts Bay Disposal Site (MBDS).

1.6 SUPERINTENDENCE BY THE CONTRACTOR
a. At all times during the performance of the contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent project superintendent who is satisfactory to the Contracting Officer and has the authority to act for the Contractor.
b. The project superintendent shall maintain a physical presence at the site at all times and be responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer.
c. Failure to comply with these requirements shall be deemed as cause for a non-compensatory stoppage and suspension of work until the deficiency is remedied.
1.7 SEQUENCING AND SCHEDULING
1.7.1 Waterways Navigation and Marine Traffic Management Plan
The Contractor is required to conduct its work in such manner as to obstruct navigation as little as possible and, in cases when the Contractor's plant so obstructs a channel as to make difficult or endanger the passage of vessels, said plant shall be promptly moved on the approach of any vessel to such an extent as may be necessary to afford a practicable safe passage.
For the purposes of planning and scheduling, the Contractor shall acquaint himself with all available information and regulations pertaining to navigation and vessel traffic within the waterways at the project site.
Sources are provided below but are not all inclusive of available data, which the Contractor is fully responsible for obtaining, reviewing and considering when estimating and planning for this contract.
Historic and scheduled information on cruise ship traffic within the project area may be found at the Massport Flynn Cruiseport website:
http://www.massport.com/flynn-cruiseport/ or by contacting Massport directly.
SECTION 01 11 00 Page 8

Above information and data furnished by sources or referred to above are provided for the Contractor's information. It is expressly understood that the Government or sources provided will not be responsible for any interpretation or conclusion drawn therefrom by the Contractor.
An initial Marine Traffic Management Plan shall be submitted by the Contractor at the same time as submittal of the Safety and Operational Blasting Plans. Daily updates to the marine traffic management plan are required. The plan shall include, but will not be limited to the following: the location of the Contractor's operations, a detailed scheduled for the area(s) they're currently drilling and subsequently blasting, location of all equipment, dredging activity for the day, surveying activity for the day, procedure for estimated all clear post-blast, and all of the above information for the following day. No drilling or blasting shall begin prior to the Contracting Officer's final review and approval of the Marine Traffic Management Plan.
The Contractor shall expect and include, as a part of this plan, to host and facilitate daily coordination calls and emails that will include representatives from USACE and representatives from all or some of the following major stakeholders: USCG, Boston Pilots, MassDOT (ferries), Docking Pilots, and representatives from Massport Conley Terminal, Flynn Cruiseport, and Boston Logan International Airport. At the first coordination call the Contractor shall present the proposed project schedule and compile an email distribution list to provide daily coordination call "Meeting Minutes". The intended outcome of the daily coordination calls is that all entities will have played a role in assisting the contractor to identify the time when drilling and blasting will have the smallest impact possible to the operations of the harbor.
Contractor shall send "Meeting Minutes" to those on the distribution list no later than one hour after each daily coordination meeting closes.
Outside of previously coordinated blasting events, or unless otherwise permitted by the Contracting Officer and the USCG, the channel must be kept open to vessel traffic at all times. It shall be noted that navigational safety takes precedence over dredging and blasting operations.
Upon completion of the work, the Contractor shall promptly remove its plant, including ranges, buoys, piles, and other marks placed by it under the contract in navigable waters or on shore.
1.7.2 Two Week Schedule of Work Activities
In addition to the scheduling and notification requirements specified elsewhere in the contract, the Contractor shall provide to the Contracting Officer, and distribute by email to a distribution list to be provided by the Contracting Officer, a detailed schedule of work activities, which the Contractor intends to perform over the following two week period (Sunday thru Saturday for two weeks). The schedule of work activities shall be updated and submitted by the Contractor to the Contracting Officer on a weekly basis, by noon on every Thursday during the prosecution of work period. The schedule of work activities will be used as the basis for coordinating the Contractor's work with base activities, officials, and occupants. Failure to provide the two-week schedule of work activities may
SECTION 01 11 00 Page 9 result in a stop work order being issued by the Contracting Officer. The denial of work activities due to the contractor's failure to submit the two-week schedule of work activities shall not be the basis for a government caused delay claim.
1.7.3 Hours of Operations
Except as specified for particular items of work and in the sections below, the Contractor will be allowed to perform non-blasting work 24 hours per day, 7 days per week, including holidays, for the entire performance period.
