The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of the Interior's (DOI) Bureau of Land Management (BLM), has a requirement for fully contractor operated and maintained helicopter services to support fire suppression and natural resource activities. The helicopters will be based in Panaca, NV, Las Vegas, NV, and Tooele, UT to support missions including, but not limited to, interagency fire management program support such as wildland fire suppression, fire monitoring, initial attack, and related resource activities. Some technical flights are conducted in a high angle vertical environment with minimal rotor clearance. Contractor may be required to operate from an alternate base when dispatched by the Government.
This requirement is for three small (Type III) helicopter meeting the following minimum aircraft requirements;
Aircraft Required: One light helicopter, for each base offered (Panaca, NV, North Las Vegas, NV, and/or Tooele, UT) meeting the minimum requirements in section A and equipped as specified in Section B.
Crew Compliment Required: Pilot-in-Command (PIC) with relief pilot, fuel service vehicle driver with relief driver, and mechanic with relief mechanic. The Contractor may provide a mechanic that is also the fuel service vehicle driver.
Fuel Servicing Vehicle Requirement: One vehicle equipped as specified in Section B8.
Minimum Helicopter Requirements:
Seating: Five (5) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single-pilot operated.
Payload: Non-jettisonable payload (HOGE) of 900 pounds at 25 degrees Celsius at 7,000 feet pressure altitude using a pilot weight of 200 pounds, a 25-pound survival kit and for 40 minutes of flight plus 20 minutes reserve.
Powerplant: Turbine engine
Certification Basis: 14 CFR 27
Airspeed: 130 Knots at 7000 feet and 25 degrees Celsius
Landing gear: Skid Type
Aft Cabin Doors: Equipped with right and left side sliding doors

Dual Hydraulics
Payload: Non-jettisonable payload (HOGE) of 1000 pounds at 25 degrees Celsius at 7,000 feet pressure altitude using a pilot weight of 200 pounds, a 25-pound survival kit and for 40 minutes of flight plus 20 minutes reserve.
PIC position: Left Seat PIC
The exclusive use period, subject to change as permitted in the solicitation, is approximately June 01 through August 29 (90 days) for Panaca, NV, Las Vegas, NV, and Tooele, UT. The contract includes options of renewal for an additional four years. The Contractor shall possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR Part 135, 133, and 137. The anticipated issue date of the solicitation is October 22, 2021 with a projected closing date of December 13, 2021. It is a requirement that the successful awardee be registered in the System for Award Management (SAM). This solicitation is small business set-aside under NAICS code 481211, Nonscheduled Air Passenger Transportation, which has a small business size standard of 1,500 employees or less.
