The U.S. Bureau of Reclamation, Missouri Basin (MB) Region, Eastern Colorado Area Office (ECAO), is issuing this pre-solicitation notice for a contemplated construction project titled Arkansas Valley Conduit (AVC) Boone Reach 2.

This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulations as a full-and-open competition. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. Based on market research it was determined that there were insufficient numbers of qualified small businesses with sufficient bonding capacity to perform as the prime contractor on this project, and as such, it is anticipated to be a full-and-open competition.

DESCRIPTION OF WORK: The principal components of the work are listed under the project description below:

Work consists of constructing approximately 5.4 miles of 30-inch potable water transmission pipe. Work includes wash crossings, jack and bore crossings, and road cuts and restoration.

Contractor is responsible for staging areas, including space for construction trailers, material storage, and construction staff parking. Contractor is responsible for investigations before beginning any construction, including exploratory excavations and contacting utility owners to determine locations and type of existing utilities.

Install:

1. Sectionalizing, air, and blowoff valves.

2. Sampling stations.

3. Two delivery vaults and associated improvements.

4. Relocate utilities as needed.

5. Flush and test installed piping, including furnishing and disposal of water. Site grading, cuts, and fills as required.

6. Receive delivery of, store, install, startup, and commission water treatment equipment from three Government-furnished equipment supply contracts.

MAGNITUDE OF CONSTRUCTION:

The estimated magnitude of this project is between $60,000,000 and $80,000,000

LOCATION OF THE WORK:

Work begins west of Avondale Boulevard along Colorado State Highway 96 (SH96) in North Avondale, Colorado in Pueblo County. Work continues east along SH96 and ends just east of intersection of South Higgins Avenue and East 1st Street in Boone, Colorado.

NAICS AND SIZE STANDARD: The NAICS code for this project is 237110 with a small business size standard of $45 million.

COMPETITION: Solicitation 140R6023R0011 is anticipated to be conducted as a full-and-open competition. The project specifications and project location will be defined in the solicitation document. Offerors must have sufficient bonding capacity. The solicitation will require a substantial bid guarantee of 20% of the proposed price but shall not exceed $3 million.

The Contract will require payment and performance bonds for 100% of the contract price.

DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is between $60,000,000 and $80,000,000.

SOLICITATION RELEASE DATE: All responsible sources may submit a proposal which shall be considered by the agency. A free, electronic copy of the solicitation will be available on APPROXIMATELY May 2023, at https://www.sam.gov/. “Fedbizopps” is now a part of this website. Once logged into "fedbizopps", simply type in the Solicitation Number "140R6023R0011" in the Keyword / Solicitation # field. A draft solicitation for comment has been attached to this announcement. The purpose of the draft solicitation is for comments only. When comments are received and incorporated, the solicitation will be posted requesting the submission of qualifications. This project will use a best value process in accordance with Federal Acquisition Regulation (FAR) Part 15 and Part 36. All questions and comments must be submitted in writing via e-mail to Jessica Busman at jbusman@usbr.gov and cc at desplin@usbr.gov. Questions / comments are due no later than one week after the posting of the draft solicitation.

SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). SITE VISIT: The Government intends to conduct a pre-award site visit for highly interested vendors anticipated for June 2023. Information regarding the site visit will be in Section L of the solicitation once released.
